Public Hearing to Consider Adoption of the Sacramento Metropolitan Air
Quality Maintenance Plan/Nonattainment Plan (AQMP/NAP) as a Revision to
the State of California Implementation Plan (SIP) for the Attainment and
Maintenance of National Ambient Air Quality Standards.
RECOMMENDATIONS
That the Air Resources Board find the oxidant and carbon monoxide
control plans for the Sacramento Metropolitan air quality
Maintenance Area generally acceptable for submission as a 1979
Nonattainment Plan. Staff has defined additional actions which
should be taken by the Board and by Sacramento area government
agencies to satisfy the requirements for a 1979 plan.
SUMMARY
The Air Resources Board (ARB) is the state agency responsible for
preparing and adopting the SIP for submission to the U.S.
Environmental Protection Agency (EPA). The nonattainment plan
under consideration was prepared by the Sacramento Regional Area
Planning Commission (SRAPC) in cooperation with the major local
jurisdictions in the Sacramento area in response to Sections 171
through 176 of the Clean Air Act. An approvable 1979 SIP
revision for a designated nonattainment area must demonstrate the
attainment of national ambient air quality standards for criteria
pollutants no later than December 31, 1982, except that extension
may, under specified conditions, be requested to December 31,
1987 for ozone and carbon monoxide. The Sacramento air Quality
Maintenance Area (AQMA) includes Sacramento and Yolo Counties and
portions of Solano and Placer Counties. The AQMA has been
designated nonattainment for ozone, carbon monoxide, and total
suspended particulate matter. The SRAPC has requested an
extension beyond 1982 for the achievement of the ozone and carbon
monoxide standards.
The plan consists of a set of industrial, motor vehicle, and
transportation control measures to be developed and implemented
by local, state, and federal government agencies. Some of these
measures are currently being adopted as rules of the Sacramento
County and Placer County air Pollution Control Districts. Other
measures, including the transportation control measures, will
continue to be studied and will be implemented at a later date.
The plan is designed to compensate for increases in emissions
associated with the regional population growth projections.
ARB staff finds that the SRAPC plan, when amended by the Board,
will meet the Clean Air Act requirements for a 1979 nonattainment
plan. Staff has identified that Sacramento local jurisdictions
will need to adopt additional control measures beyond those
committed to in the local plan in order to demonstrate attainment
of the ozone standard by 1987 and earlier implementation of
measures in the plan for carbon monoxide to demonstrate
attainment of that standard by 1987. A strategy to attain the
standards for total suspended particulate will be proposed to the
Board in June in the context of the Valley TSP Plan.

Public Hearing to Consider Adoption of the Shasta County
Nonattainment Plan as a revision to the State of California
Implementation Plan (SIP) for the Attainment and Maintenance of
National Ambient Air Quality Standards (NAAQS).
RECOMMENDATION
The Board find Shasta County unclassifiable for ozone and direct
the Executive Officer to notify the EPA of such redesignation.
The Board accept the ozone plan for Shasta County as a
maintenance strategy and the plan be submitted to the
Environmental Protection Agency (EPA).
The Board find modifying the Shasta County New Source Review rule
is necessary to insure maintenance of the ozone standard, and
delegate to the Executive Officer the authority to modify the
rule for the County if local modification does not occur.
The Board request from the EPA an 18-month extension for Shasta
County to prepare a plan to demonstrate attainment of the
Secondary standard for total suspended particulates.

The plan, as locally adopted, describes seven control measures
that will be considered for adoption and implementation. Since
Shasta County is one of the fastest growing counties in the
state, an increase in emissions is likely to cause violations of
the standard if no control measures are adopted. Therefore,
staff recommends the plan be adopted and control measures be
submitted to the EPA as part of a maintenance strategy.

Public Hearing to Consider the Tehama County Nonattainment Plan
as a Revision to the State of California Implementation Plan
(SIP) for the Attainment and Maintenance of National Ambient Air
Quality Standards (NAAQS).
RECOMMENDATION
The Board find Tehama County attainment for ozone and direct the
Executive Officer to notify the Environmental Protection Agency
(EPA) of such redesignation.
The Board find modifying the Tehama County New Source Review rule
is necessary to insure maintenance of the ozone standard, and
delegate to the Executive Officer the authority to modify the
rule for the County if local modification does not occur.
The Board accept the ozone plan for Tehama County as a
Maintenance Strategy and the plan be submitted to the EPA.
The Board defer consideration of a TSP plan for Tehama County
until the Valley wide TSP plan is submitted for consideration by
the Board in June 1979.

The Board direct the Colusa county Air Pollution Control District
to adopt the Sacramento Valley Air Basin Control Council proposed
rule for Stage I vapor recovery system.
The Board find a New Source Review rule is necessary for Colusa
County and delegate to the Executive Officer the authority to
adopt the rule for the County if local modification does not
occur.

adopt the amended plan as a maintenance strategy.

The Board modify the Butte County Nonattainment Plan by adding
commitments to adopt acceptable rules for New Source Review,
architectural coating, cutback asphalt, and degreasing.
The Board find the plan's carbon monoxide analysis adequate and
submit as such to the Environmental Protection Agency (EPA).
The Board defer consideration of a Total Suspended Particulate
(TSP) plan for Butte County until the ARB-developed Valley wide
TSP plan is submitted for consideration by the Board in June
1979.

a New source Review rule proposed by the Basin Control Council.
Staff recommends modifying the plan to add commitments to adopt
two additional control measures as well as a degreasing and NSR
rule consistent with ARB's model rules.
Staff recommends accepting the carbon monoxide analysis which
demonstrates no further measures are necessary to attain the
NAAQS.

Sutter County was designated originally nonattainment for oxidant
and the primary standard for total suspended particulates. The
geographic location of Sutter County between other nonattainment
areas and the violations of the revised 0.12 ppm ozone standard
recorded at a Yuba County site immediately adjacent to Sutter
County provide the basis for maintaining the ozone nonattainment
designation.
The plan, as locally adopted, contains specific commitments to
adopt and implement two control measures and a New source Review
rule proposed by the Basin Control Council. Staff recommends
modifying the plan to add commitments for adoption of three
additional measures and a NSR rule acceptable to the ARB.
