Public Hearing to Consider Adoption of the San Luis Obispo County
Air Quality Attainment and Maintenance Plan as a Revision to the
State of California Implementation Plan (SIP) for the Attainment
and maintenance of National Ambient Air Quality Standards
(NAAQS).

                              RECOMMENDATION

The Board accept the ozone plan for San Luis Obispo County as a
maintenance strategy and the plan be submitted to the
Environmental Protection Agency (EPA).

The Board requests from the EPA an 18-month extension for San
Luis Obispo County to prepare a plan to demonstrate attainment of
the secondary standard for particulate matter.

                                  SUMMARY

The Air Resources Board (ARB) is the state agency responsible for
preparing and adopting the SIP for submission to the EPA.  The
nonattainment plan under considerations was prepared by local
agencies in response to Sections 171 through 176 of the Clean Air
Act.  An approvable 1979 SIP revision for a designated
nonattainment area must demonstrate the attainment of NAAQS for
criteria pollutants no later than December 31, 1982, except that
extension may, under specified conditions, be requested to
December 31, 1987 for ozone and carbon monoxide.

The entire San Luis Obispo County was designated nonattainment
for oxidant while only the Salinas Valley portion of San Luis
Obispo County was designated nonattainment for the Total
Suspended Particulates secondary standards.  Due to the new 0.12
ppm ozone standard, San Luis Obispo County is no longer a
nonattainment area for ozone.

The plan, as locally adopted, contains 14 control measures and a
commitment to adopt a new source review rule.  Because violations
of the ozone standard could occur in the future if no further
control measures are adopted, staff recommends the plan be
adopted and the control measures implemented as a  maintenance 
strategy.
