ITEM
Application for Accreditation of an Exhaust Emission Control
Device for Used Vehicles.
INTRODUCTION
This report is a staff evaluation of an exhaust emission control
device for used vehicles as proposed by the Clean Air Car
Project, an undergraduate project sponsored by the Environmental
Quality Laboratory of the California Institute of Technology.
The basis for evaluation and specific requirements are stated in
the California Health and Safety Code, Sections 39107 and 39175
to 39184, and Title 13 of the California Administrative Code,
Chapter 3, Subchapter 2, Articles 2 and 3. Test details and
specific requirements are contained in the "California Exhaust
and Fuel Evaporative Emission Standards and Test Procedures for
Used Motor Vehicles under 6,001 Pounds Gross Vehicle Weight" as
amended by the Board on March 18, 1970.

Status Report on NOx Devices for 1966 through 1970 Models.
Following adoption of test procedures and standards for oxides of
nitrogen control devices for 1966 through 1970 model used
vehicles the Board solicited applications for accreditation of
potential devices. At this writing, none has been received. The
legislation adopted last year was based on testimony that NOx
control devices, e.g., vacuum advance disconnection, could be
made available. The staff has informally been informed that some
reluctance to submit devices has been based on concern for
potential adverse effects on engine operation and wear due to
vacuum advance disconnection.
In order to clarify the issues the accompanying letter was sent
to a number of auto manufacturers and other potential device
suppliers. They have been invited to address the Board today to
discuss their progress and problems.

Staff Report on the Response of San Bernardino County Air
Pollution Control District to Air Resources Board Resolution 71-116.
The Air Resources Board at its meeting on December 15-16, 1971,
considered the ARB staff report, "Survey of air Pollution from
the Kaiser Steel Plant, Fontana, California," and pursuant to
Section 39054 of the Health and Safety Code, adopted Resolution
71-116, directing that a copy of the report be sent to the San
Bernardino County Air Pollution Control District, and requesting
the District to submit a report within 90 days as to the action
taken to control emissions from the Kaiser Steel Plant.
In response to the resolution, the San Bernardino Air Pollution
Control District submitted a report on March 8, 1972, with the
following attachments: (1) a report from Kaiser Steel Corporation
to the District entitled, "B.O.S.P. precipitator upgrading
program-status report," and (2) a letter to the District from
Kaiser, "Re: Open hearth precipitator upgrading program."

Status Report on Air Pollution Problems in San Benito County.
The air pollution problem in San Benito County concerns emission
of cement dust from the Ideal Cement Plan in San Juan Bautista.
The problem is illustrated in the two attached photos taken in
late November 1969 of the plumes from the plant.
The top photo which was taken shortly after sunrise shows that
the plumes form the plant extended into Monterey County.

Staff Report on the Proposed New Agricultural Burning Guidelines.
INTRODUCTION
In 1970, the Legislature added Chapter 10 "Burning", to Part 1 of
Division 26 of the Health and Safety Code. Among the provisions
in this Chapter, there is the requirement that the Air Resources
Board established guidelines for regulation and control of
agricultural burning in each of the state's 11 air basins. Local
districts are required to develop implementation plans in
accordance with these guidelines.
Agricultural burning was defined as open fires used in the
growing of crops and the raising of fowls and animals, in forest
management and in range improvement. In 1971, the Legislature
added to the definition open fires used in improvement of
wildlife and game habitat.
The Chapter specifies that guidelines for the Sacramento Valley,
San Joaquin Valley, Bay Area, South Coast, North Central Coast
and South Central Coast air Basins are to be established within
six months.
On March 17, 1971, the Air Resources Board adopted guidelines for
regulating the burning of agricultural waste in the above six air
basins. Implementation plans were developed by the districts
with these air basins, and were approved by the Board.
As required by law, the staff is in the process of developing new
guidelines which will cover open burning in range improvement,
forest management, improvement of land for wildlife and game
habitat as well as open burning in farming operations. The new
guidelines are to be applicable in all 11 air basins, to replace
the old guidelines which are applicable to 6 air basins.

People's Lobby Initiative (Proposition 9 - June Primary).
At the March Meeting of the air Resources board, the Board
announced that it would consider the arguments pro and con for
the People's Lobby Initiative. The prior staff analysis, the
Technical Advisory Committee's comments, and a copy of the
Initiative itself are enclosed.

Staff Report on Proposed Federal Regulations for Lead and
Phosphorous in Gasoline.
On February 23, 1972 the Administrator of the U.S. Environmental
Protection Agency published proposed regulations on lead and
phosphorous content in gasoline. A copy of the proposed
regulations was not available, however, until after the Board
meeting in March. The proposals differ slightly from the
previously published version that was reported by the staff at
the February 16, 1972 Board meeting. Comments on the proposed
regulations are invited to be submitted within 90 days. In
addition, EPA invites comments on the need for limiting the
sulfur content of gasoline, or on alternative approaches which
would achieve the same results as the proposed regulations. EPA
has announced three public hearings on the proposals. One of the
hearings will be held in Los Angeles on May 2, 1972.

Staff Report on Air Monitoring Contracts.
Under the provisions of Section 39067.1 of the Health and Safety
Code, the Air Resources Board is directed to establish a program
for obtaining data on air quality in each air basin, and the
Board may contract with local or regional agencies for obtaining
such data.

Staff Report on Applications from Counties to Continue Open
Burning on Waste Disposal Sites.
INTRODUCTION
As of the March 15, 1972 meeting, the Air Resources Board
approved time extensions to use open fires for the purpose of
disposal of solid waste for 295 city or county disposal sites.
After the March Board meeting, the Board received a request from
Trinity County for time extensions for two dump sites. There was
also a request to extend three previously approved extensions in
Madera County for another three months.
The staff recommends approval for both requests.
