Continuation of Public Hearing - Consideration of Requests to
Change South Coast and South Central Coast Air Basin Boundaries.

RECOMMENDATION

A. Defer action on Santa Barbara County's request for an air
basin boundary change until the May meeting to allow the
staff to determine the potential of Santa Barbara and San
Luis Obispo Counties forming a basinwide district.

B. Deny Ventura County's request for an air basin boundary
change.

SUMMARY

This is a continuation of the March 18, 1975 public hearing
considering the requests of Santa Barbara and Ventura Counties to
amend the boundaries of the South Coast and South Central Coast
Air Basins. Testimony presented at the March 18 hearing is
summarized; written testimony subsequently received is also
included for the Board's consideration. The important comments
in the testimony are presented in the report with staff
responses. The staff concludes that Ventura County should not be
transferred to the South Central Coast Air Basin. There is no
overwhelming evidence to support either approving or disapproving
Santa Barbara County's request.

Public Hearing for Reconsideration of the California 24-Hour
Ambient Air Quality Standard for Sulfur Dioxide.

RECOMMENDATION

Refer testimony presented at the public hearing to appropriate
medical and scientific experts for their review. Defer decision
on any change of the standard until the May 15, 1975 Board
meeting.

SUMMARY

On October 10, 1974, the Air Resources Board amended the
California 24-hour ambient air quality standard for sulfur
dioxide from 0.04 ppm to 0.10 ppm.

The 0.10 ppm 24-hour SO2 standard is based upon health effects
and plant and property damage data. The staff has not received
any new data to warrant changing this standard. This standard is
more stringent than the 0.14 ppm 24-hour national SO2 standard.

The adequacy of the national standard was recently confirmed by a
committee on air quality standards set up by the National Academy
of Sciences and National Academy of Engineering, at the request
of the Committee on Public Works of the Unites States Senate.
The Committee found no substantial basis for changing the
national air quality standards.

A review of air quality data shows the 0.5 ppm one-hour and 0.10
ppm 24-hour California air quality standards have been exceeded
one, two or three times a year in recent years, and only in the
South Coast Air Basin. Except on very few occasions, the
concentrations are well below the level of these standards.

Continuation of Public Hearing - Proposed Revisions to the
California Air Pollution Emergency Plan.

RECOMMENDATION

Staff recommendations will be developed after the workshop which
has been scheduled for April 16 for discussion with the Board of
the background of the Air Pollution Emergency Plan.

SUMMARY

On November 13, 1973 the Board adopted the State Air Pollution
Emergency Plan, establishing episode criteria for three
pollutants including oxidant. The EPA has indicated that certain
modifications must be made before the Plan is approvable. In
1974 it was determined that procedures in use for calibration of
the oxidant monitoring instruments were not standardized and that
the different procedures would produce significantly different
results. The Board, therefore, directed, at its August 5, 1974
meeting, that an 0.8 factor be used to standardize measurement
results and that an Ad-Hoc Oxidant Measurement Committee be
established to evaluate the problem.

At its March 18, 1975 meeting the Board extended the use of the
adjustment factor to May 1, 1975. The Board also adopted a
revision to Section III of the State Plan to indicate that a
Stage 3 episode is called upon either prediction of attainment of
specified conditions. Consideration of other revisions was
deferred to the April 17, 1975 Board meeting.

The revisions proposed for consideration at this meeting include
those held over from the March meeting and new proposals listed
in the March 13, 1974 notice of public hearing (copy attached).
The new proposals are intended to meet some of the EPA
requirements.

Also attached are proposed Resolutions 75-24B and their
respective versions of the proposed revised Plan, a copy of the
June 26, 1974 Federal Register, a copy of a December 16, 1974
letter from EPA regarding approval of the Plan and a copy of a
letter from the Kings County Air Pollution Control District.

Continuation of Public Hearing - Proposed Revisions to the South
Coast, Sacramento Valley and San Joaquin Valley Air Basins'
Coordinated Basinwide Air Pollution Control Plans - Emissions
from Gasoline Marketing Operations.

RECOMMENDATION

A. Amend the Board's Suggested Vapor Recovery Rules as
recommended in Section IV.

B. Adopt Resolutions 75-4A, 75-5A, and 75-6A, thereby revising
the basin plans of the South Coast, Sacramento Valley, and
San Joaquin Valley Air Basins to conform with the Board's
Suggested Vapor Recovery Rules.

SUMMARY

This is the continuation of the March 18, 1975 public hearing for
the consideration of revisions to the basin plans of the South
Coast, Sacramento Valley and San Joaquin Valley Air Basins. The
hearing was continued to permit districts and other interested
parties to review and comment on the adoption of the Board's
amended suggested Vapor Recovery Rules as revisions to the
aforementioned basin plans.

Discussed in the staff report are the Board's suggested rules as
amended, the comments received to date, and the staff's views
concerning vapor control systems. Any additional comments that
are received prior to the Board meeting will be summarized and
presented at the Board meeting.

Included with this report are proposed resolutions 75-4A, 75-5A,
and 75-6A, which if adopted, would revise the basin plans of the
South Coast, Sacramento Valley, (Yolo-Solano and Sacramento
County APCDs) and San Joaquin Valley (Fresno, Kern, and San
Joaquin County APCDs) Air Basins respectively in accordance with
the Board's Suggested Vapor Recovery Rules, amended as proposed
by the staff. The proposed revisions are attached.

Consideration of Controls for Limiting the Sulfur Content of
Gasoline.

SUMMARY

The staff report will be distributed to the Board at the meeting.
It will include an evaluation of: 1) the feasibility of reducing
the sulfur content of unleaded gasolines by blending either input
crude or process streams at the refinery, and 2) the reduction of
the sulfur content of gasoline some years hence by additional
desulfurization.
