Continuation of Public Hearing - Regulations for the
Certification of Gasoline Vapor Recovery Systems at Service
Stations.
RECOMMENDATION
1. Amend as shown in Exhibit II, the "Test Procedures for
Determining the Efficiency of Gasoline Vapor Recovery
Systems at Service Stations" adopted on December 9, 1975.
2. Adopt Resolution 76-5, to amend Section 94000 of Title 17,
California Administrative Code, pertaining to Vapor Recovery
Systems, and to add Section 94001 to Title 17, California
Administrative Code, thereby adopting the "Certification
Procedures for Gasoline Vapor Recovery systems at Service
Stations", dated March 30, 1976, as shown in Exhibit I.
SUMMARY
The staff, as directed by the Board, has evaluated the comments
received at the February 19, 1976 hearing concerning the proposed
certification and test procedures. As a result of the requested
evaluations, the staff has proposed changes to both procedures.
The certification procedures were changed by: 1) clarifying the
warning device requirement; 2) changing the five year warranty to
a three year warranty requirement; 3) clarifying the Executive
Officer's responsibility in determining the financial
responsibility of the applicant; and 4) adding a requirement that
a system must be able to fuel all vehicles which can be fueled by
a service station not equipped with a vapor recovery system.
Test procedures were changed by: 1) clarifying the time of
installation of the modified nozzle and 2) allowing the use of
hydrocarbon analyzers other than an FID if approved by the ARB.

Public Hearing for Consideration of Proposed Ambient Air Quality
Standards for Visibility and Carbon Monoxide in the Lake Tahoe
Air Basin.
RECOMMENDATION
Adopt Resolutions 76-13 and 76-14, amending Section 70200,
California Administrative Code, to include the proposed
visibility and carbon monoxide standards for the Lake Tahoe Air
Basin.
SUMMARY
Special air quality standards appropriate for this unique area
need to be considered for the recently created Lake Tahoe Air
Basin.
A visibility standard of 30 miles and a carbon monoxide standard
of six ppm for eight hours are proposed for the Basin.

Progress Report on the Development of Proposed Procedures for
Certification of Vapor Recovery Systems of Gasoline Delivery
Tanks.
RECOMMENDATION
Schedule, after a consultation meeting with the Air Pollution
Control Districts, a public hearing to consider adoption of
certification procedures.
SUMMARY
State law requires the Board to adopt procedures for the
certification of gasoline vapor control systems. Preliminary
proposed procedures for the certification and testing of vapor
recovery systems of gasoline delivery tanks are presented. The
procedures include: general requirements, performance standards,
application procedures, specifications for issuing certification,
test procedures to be used for determining compliance,
requirements for conduct of the test, and fees to be charged.

Report on the Review of Bay Area Air Pollution Control District
Program.
RECOMMENDATION
Information Item.
SUMMARY
In Conformance with the requirements of Health and Safety Code
Sections 39806 and 39808 (designated as Sections 39286 and 39288,
respectively, prior to January 1, 1976), the staff reviewed and
evaluated the program of the Bay Area Air Pollution Control
District during July, August and September, 1975. A report on
the review of the District's enforcement activities has been
completed, and a preliminary draft of the report on the balance
of the district's program has been prepared and sent to the
District for comment. Attached are copies of the highlights of
both reports.
