Public Hearing to Consider Adoption of Chapter 26, Air Quality,
Health, Welfare, Social, Economic, and Energy Effects as a
Revision to the State Implementation Plan (SIP).
RECOMMENDATION
Adopt Resolution 79-7.
SUMMARY
This is a public hearing for the Board to consider adopting, as a
revision to the SIP, Chapter 26 which has been prepared to meet
administrative requirements of the Clean Air Act and related EPA
regulations.
This chapter will be one of the administrative chapters of the
SIP. Other administrative chapters have already been adopted by
the Board at public hearings. The remainder of the plan is being
prepared primarily by local and regional agencies and will be
considered by the Board as SIP revisions at duly noticed public
hearings following approval by respective local agencies.
As the proposed action is the adoption of an administrative
chapter of the SIP and no regulatory action is proposed in this
chapter, there is no potential environmental impact anticipated
as a result of this action.
Copies of this proposed chapter were distributed to all air
pollution control districts, nonattainment planning lead
agencies, and interested public. Copies are also available at
this hearing.

Public Hearing to Consider Adoption of the Fresno County air
Quality Maintenance Plan/Nonattainment Plan (AQMP/NAP) as a
Revision to the State of California Implementation Plan (SIP) for
the Attainment and Maintenance of National Ambient Air Quality
Standards (NAAQS).
RECOMMENDATIONS
That the Air Resources Board find the oxidant and carbon monoxide
control plans (AQMP/NAP) for the Fresno nonattainment area
conditionally acceptable for submission as a 1979 Nonattainment
Plan (NAP). Staff has defined additional actions which should be
taken by Fresno government agencies to satisfy the requirements
for a 1979 NAP.
SUMMARY
The Air Resources Board (ARB) is the state agency responsible for
preparing and adopting the SIP for submission to the U.S.
Environmental Protection Agency (EPA). The nonattainment plan
under consideration was prepared by the Fresno County air
Pollution Control District in cooperation with a number of city
and county government agencies in response to Sections 171
through 176 of the Clean Air Act. An approvable 1979 SIP
revision for a designated nonattainment area must demonstrate the
attainment of NAAQS for criteria pollutants no later than
December 31, 1982, except that extension may, under specified
conditions, be requested to December 31, 1987 for ozone and
carbon monoxide. The San Joaquin Valley Air Basin, of which
Fresno County is a portion, has been designated nonattainment for
ozone and for particulate matter. Fresno county has also been
designated nonattainment for carbon monoxide.
The Plan consists of a set of industrial, motor vehicle, and
transportation control measures to be developed and implemented
by local, state, and federal government agencies. Some of these
measures are targeted for timely adoption as rules of the Fresno
County Air Pollution Control District. Other measures will
continue to be studied and implemented at a later date. The plan
is designed to compensate for increases in emissions associated
with the regional growth projection.
ARB staff finds that the Fresno AQMP/NAP is a good plan which
will, with a few changes meet the NAP Clean Air Act requirements
for a 1979 NAP. Fresno has requested an extension beyond 1982
for the achievement of the ozone and carbon monoxide standards.
Staff identifies additional actions which are needed to assure
continued compliance with the NAP requirements of the Clean Air
Act.
The ARB staff is proposing a hearing on June 18 and 19, 1979 to
consider a nonattainment plan for particulate matter.
