Continuation of Public Hearing - Proposed Revisions to
Coordinated Basinwide Air Pollution Control Plans - Emissions
from Gasoline Marketing Operations.
RECOMMENDATION
A. Adopt Resolutions 75-4, 75-5, and 75-6 thereby revising the
coordinated basinwide air pollution control plans of the
South Coast, San Joaquin Valley, and the Sacramento Valley
Air Basins in accordance with the attached, amended
proposals that require that new bulk plants and new,
nonexempt stationary storage tanks be equipped with vapor
recovery systems (including provisions to recover vapor
during vehicle fueling) after July 1, 1975.
B. Continue the hearing to April Board meeting to consider
further revising the three basin plans as shown in the
proposed amended version of the Board's suggested rules
(attached).
SUMMARY
This is the continuation of the February 20, 1975 public hearing
for the consideration of revisions to the basin plans of the
South Coast, Sacramento Valley, and San Joaquin Valley Air
Basins. The hearing was continued to allow the staff time to
resolve differences between the EPA and ARB vapor recovery rules,
and to allow the staff time to obtain more information on the
impact of exempting small bulk plans (less than 20,000 gallons
throughput in any one day) and the tanks these plants serve from
vapor recovery.
The staff met with EPA staff on February 25, 1975 and EPA
indicated that they would reevaluate their regulations in light
of the findings of the staff's survey of gasoline wholesale
marketing facilities.
The staff has evaluated the impact of small bulk plants in the
areas subject to today's hearing. The staff has found that some
control of these plants and the accounts they serve is warranted,
and the staff recommends a control program for these plants and
tanks. The staff has also proposed amendments to the ARB's
suggested vapor recovery rules to reflect these findings. A
public comment period should be given in accordance with the
proposed amendments to the suggested rules.
Included in this report are proposed Resolutions 75-4, 75-5, and
75-6 which, if adopted, would revise the basin plans to the South
Coast, Sacramento Valley, and San Joaquin Valley Air Basins
respectively, to require that new stationary storage containers
and new small bulk plants have complete vapor recovery control
upon installation or construction. A decision on existing
sources can be made following the comment period for the amended
rules. The proposed revisions are attached.

Public Hearing to Consider Adoption of Revisions to the
California Air Pollution Emergency Plan.
RECOMMENDATION
1. If the oxidant calibration method is not resolvable at this
time, adopt Resolution 75-14A, thereby making changes
clarifying episode declaration, continue until May 1, 1975
the use of the 0.8 adjustment factor for oxidant
measurements and continue this hearing until April 17, 1975
to consider changes to the episode criteria levels.
2. If an oxidant calibration method can be established, adopt
Resolution 75-14B, thereby, revising the oxidant episode
criteria as proposed or amended, and making other related
changes.
SUMMARY
On November 13, 1973 the Board adopted the State Air Pollution
Emergency Plan, establishing episode criteria for three
pollutants including oxidant. In 1974 it was determined that
procedures in use for calibration of the oxidant monitoring
instruments were not standardized and that the different
procedures could produce significantly different results. The
Board, therefore, directed, at its August 5, 1974 meeting, that
an 0.8 factor be used to standardize measurement results and that
an Ad-Hoc Oxidant Measurement Committee be established to
evaluate the problem.
The staff is proposing revisions of the oxidant episode criteria
to make the criteria consistent with the calibration methods.
Related wording changes and changes to clarify the predictive
approach to episode control are also proposed.

Public Hearing - Consideration of Requests to Change South Coast
and South Central Coast Air Basin Boundaries.
RECOMMENDATION
Instruct the staff to analyze the testimony; continue the matter
to the April 17 Board meeting.
SUMMARY
The Santa Barbara and Ventura County Air Pollution Control
Districts (APCD) have each requested that the Air Resources Board
amend the boundaries of the South Coast and the South Central
Coast Air Basins. The Santa Barbara County APCD has asked that
the portion of the District that is in the South Coast Air Basin
be made a part of the South Central Coast Air Basin; the Ventura
County APCD requests that such a change be made applicable to the
part of the Santa Barbara County APCD that is in the South Coast
Air Basin and to all of the Ventura County APCD.
This is the public hearing for the consideration of these
requests.

Status Report on the Review of the Los Angeles Air pollution
Control District Permit System Program.
RECOMMENDATION
Informational Report.
SUMMARY
At the Board meeting on February 20, 1975 the Board directed the
staff to review the procedure being used by local air pollution
control districts in implementing their Permit system Rules that
required consideration of ambient air quality prior to granting
of "Authorities to Construct' for new or modified sources. The
Board also asked the staff to include Los Angeles County Air
Pollution Control District as one of the districts to be reviewed
first, and to report its findings at this meeting. A draft of
the report was to be made available in advance to the Los Angeles
County Air Pollution Control District for comment.
As directed by the Board, a review of the Los Angeles Air
Pollution Control District procedure was conducted from February
26 to February 28. A draft report was sent to the District on
March 7.
Attached for Discussion by the Board is a condensation, which
includes principally the material contained in the
"introduction", "Summary and Conclusion", and "EPA Approvals of
Authority to Construct in Los Angeles" of the draft report. The
preliminary compilation of statistical information, which is not
included in the condensation, is available from the staff.
