Staff Report on Proposed Idle Inspection Standards.

The standards discussed below have been developed in response to
legislative directive as expressed in Section 27157 of the
Vehicle Code.  they are intended to be used in roadside
inspections by the California Highway Patrol.  A vehicle which
fails to meet the standards will be required to go to a licensed
inspection station to undergo an adjustment and inspection
procedure resulting in issuance of a Certificate of Compliance. 
No re-test is required.

                               ITEM

Public Hearings on Agricultural Burning Guidelines and on
Meteorological Criteria.

As directed by Chapter 1579 of the Statutes of 1970 (Assembly
Bill No. 16, Ketchum), the Air Resources Board must adopt
guidelines for the regulation and control of agricultural burning
by March 20, 1971.  Two items proposed for adoption by the Board
are: (I) Agricultural Burning Guidelines for Addition to Title 17
of the California Administrative Code, and (II) Meteorological
Criteria for Regulating Agricultural Burning.  Both items are in
the Board's meeting folder.  The notice of a public hearing on
the guidelines is also enclosed.
