ITEM
Application for Accreditation of an Exhaust Emission Control
Device for Used Vehicles (1955-1965 year models).
INTRODUCTION
This report is a staff evaluation of the Echlin Corporation
exhaust emission control device for used vehicles. The basis for
evaluation and specific requirements are stated in the California
Health and Safety Code, Sections 39107 and 39175 to 39184, and
Title 13 of the California Administrative Code, Chapter 3,
Subchapter 2, Articles 2 and 3. Test details and specific
requirements are contained in the "California Exhaust and Fuel
Evaporative Emission Standards and Test Procedures for Used Motor
Vehicles under 6,001 Pounds Gross Vehicle Weight" as amended by
the Board on March 18, 1970.
ITEM
Staff Report-California Clean Environment Act (Pollution
Initiative).
At the February 16, 1972 meeting, the Technical Advisory
Committee reported that it was opposed to the peoples Lobby's
initiative, entitled the "California Clean Environment Act". The
Board instructed the staff to place the subject of the initiative
on the agenda of the March 15, 1972 meeting, and to include a
copy of the TAC's report and an analysis of the initiative.
Attached for the Board's review is the TAC report and a copy of
the initiative itself. The TAC's comments on the initiative can
be found beginning on page 4 of its report.
Also included for the Board's information is a section-by-section
analysis prepared in Secretary for Resources Livermore's office,
modified in some places by the Board staff to amplify and clarify
air pollution problems.
Secretary Livermore has publicly announced his opposition to the
measure. The principal objections are the initiatives freezing
into law, which can be changed only by more stringent provisions
or by a further initiative, specific technical regulation of
various aspects of air pollution and other environmental
concerns. Some of these controls raise technical questions now,
and are likely to raise additional ones as technology advances in
coming years. Also questionable are the sweeping conflict of
interest prohibitions and the five year ban on nuclear power
plants. Finally, the act has mistakes in drafting, and presents
constitutional questions which most likely will have to be
resolved by the courts.

Request of Coalition for Clean Air.
This item is a letter from the Coalition for Clean Air dated
February 1, 1972, requesting the Air Resources Board to undertake
an investigation of the Los Angeles County Air Pollution Control
District (LAAPCD), pursuant to the Board's authority in Section
39054 of the Health and Safety Code. Included also are several
letters from others supporting the request.

Air Quality Standards.
The Air Resources Board has adopted ambient air quality standards
for eight pollutants, and a policy of annual review of these
standards.

Evaluation of the "Gas-O-Miser" Device.
INTRODUCTION
Occidental distributors Ltd. of Calgary, Canada has applied for a
Board finding to exempt its "Gas-O-Miser" device from the
prohibitions of Section 27156 of the California Vehicle Code.
The staff evaluated the information submitted and concluded that
it could not recommend the "Gas-O-Miser" device for exemption. A
copy of the letter advising Occidental of the staff's evaluation
is attached. Occidental has requested a hearing so that a direct
request can be made to the Board. A copy of Occidental's request
is attached.
This report is a summary of the staff's evaluation of the "Gas-O-Miser" device. the basis of this report is the "Air Resources
Board Criteria for Determining Compliance with Section 27156 of
the Vehicle Code," adopted February 17, 1971. this report is
only concerned with the effect on exhaust emission levels due to
the installation of the device; no consideration was given to its
effect on performance and driveability of the vehicles.

Staff Summary of General Motors Corporation's Request for
Exemption from Evaporative control Requirements for Heavy-Duty
Vehicles.
General Motors Corporation has requested an exemption until
January 1, 1974 from the evaporative control requirements for its
large highway type gasoline-powered heavy-duty vehicles equipped
with either multiple gasoline tanks or single gasoline tanks over
50 gallons capacity.

Dual Fuel systems Exhaust Emission Control System (Forklifts).
The Board adopted Resolution 72-11 on February 16, 1972 approving
the Dual fuel Systems, Incorporated exhaust emission control
system for new engines used in forklifts and other equipment
designed for use inside buildings. The applicant has now
requested that the approval be extended to include installations
of its system on used engines as well. The original application
included sufficient data to meet the requirements of the
"California Exhaust Emission Test Procedure for Portable and
Mobile Internal Combustion Engines (Forklifts) Used Inside
Buildings" for both new and used engines.
