Prior to the regular meeting, the Board will meet in a workshop
session with its staff. Topics to be Included in the Discussion
are the Following:

a. Subvention Program
b. Requirements for Local Districts Implementation Program
c. Procedures for Handling Enforcement and Other Problems That
Relate to Local Districts
d. New EPA Requirements Concerning the State Implementation
Plan (Air Quality Maintenance Areas, Indirect Sources
Regulations)

The workshop will convene at 0900 and will be held in Room 133 of
the Resources building at 1416 Ninth Street, Sacramento, CA.

ITEM NO.: 74-5-2

Continuation of Public Hearing on Proposed Enforcement Action
with Respect to Variances for Stationary Sources.

RECOMMENDATION

Adopt Resolution 74-7-A.

1. The actions Los Angeles County Air Pollution Control
District intends to take, or will have taken by March 12,
1974, will be reported at the Board meeting. If these
actions are acceptable, sources listed in Exhibit I (revised
March 12, 1974) will be moved to Exhibit II. If these
actions are not acceptable, the sources will remain in
Exhibit I. The Board should then take direct actions to
obtain necessary compliance schedules.

2. Request EPA to take action to obtain compliance schedules
from the Sierra Army Depot in Lassen County.

3. Continue this public hearing until compliance schedules for
sources listed in Exhibit II (revised March 12, 1974) and
Exhibit III (revised March 12, 1974) are developed to the
satisfaction of the Board.

SUMMARY

1. As instructed by the Board on February 14, 1974 the staff
met with Los Angeles Air Pollution Control District on
compliance status of Federal facilities listed in Exhibit I
(February 4, 1974). As the result of the meeting the list
has been modified as shown in Exhibit I (revised March 12,
1974). The course of action the county intends to follow
will be reported at the Board meeting.

2. The Lassen County APCD Hearing Board scheduled a public
hearing for the Sierra Army Depot. The Army did not appear,
therefore, an approvable compliance schedule was not
obtained.

3. The status of some of the sources listed in the February 14,
1974 Exhibit II and III has been changed. These changes are
reflected in Exhibit II and III (revised March 12, 1974).

Consideration of Yolo-Solano Air Pollution Control District
Enforcement Actions - Yolo County Rice Mills.

RECOMMENDATION

a. Find that Yolo-Solano Air Pollution Control District has
taken reasonable enforcement action against RGA facilities
in West Sacramento.

b. Instruct the Executive Officer to follow the progress toward
solution of the problem and report on compliance status at
the August 15, 1974 Board meeting.

SUMMARY

A hearing on the Yolo-Solano Air Pollution Control District
actions to control emissions from Rice Growers Association (RGA)
and Rice Mill Products (RMP) was held on November 13, 1973 Board
meeting, and was continued until the January 10, 1974 Board
meeting to allow consideration of the District hearing board
action on variance/compliance schedules for RGA and RMP. At the
January 10, 1974 meeting the Board continued the hearing until
the March 12, 1974 meeting to allow for staff review of the
District action on authorities to construct for control equipment
on the sources not issued a variance.

The staff met with the District Control Officer on February 28
and March 5, 1974, and reviewed District actions on authorities
to construct.

Based on this review the staff has determined that authorities to
construct control equipment for driers number 1 and 4 have been
processed and emissions should be controlled before the next
harvest season. The staff has observed the technique to be used
to control emissions for the warehouses. This technique should
control emissions.

Emissions from the bin area at the top of drier number 2 are to
be controlled before the next harvest season by improved
housekeeping and additional control equipment on the drier.

Attached is a staff report on specific actions the District and
sources plan to take to control emissions prior to the 1974
harvest season.

Consideration of Requirements for Local District Implementation
Programs.

RECOMMENDATION

To be made after Board's Workshop on this subject.

SUMMARY

Section 39275 of the Health and Safety Code required that local
air pollution control districts submit to the Board by January 1,
1972, implementation programs to implement their respective
basinwide air pollution control plans. The Board, at its April
4, 1973 meeting, amended the State Administrative Code to provide
that a district's subvention application, if it is otherwise
approvable, shall be deemed to fulfill the requirements of the
district's implementation program for the 1972-73 and 1973-74
fiscal years only. For the 1974-75 and subsequent fiscal years,
however, an implementation program will be required as a
condition for a district to receive subvention funds.

This report presents three alternative ways of fulfilling the
implementation program requirements of Section 39275.

Consideration of Application for the Extension of Open Burning at
Disposal Sites.

RECOMMENDATION

1. Adopt Resolution 74-12, which grants additional time
extensions until January 1, 1975 for open burning at the
Fort Dick dump site in Del Norte County and the Shoshone and
Tecopa dump sites in Inyo County based on no alternative
methods.

2. Adopt Resolution 74-13, which denies additional time
extension beyond April 1, 1974 for open burning at the
Crescent City dump site in Del Norte County.

3. Adopt Resolution 74-14, which grants additional time
extensions until January 1, 1975 for open burning at the
Crowley Lake, Rush Creek and Bridgeport dump sites in Mono
county based on fuel shortage.

SUMMARY

Subsequent to the December Board meeting applications to continue
open burning at dump sites have been received from Del Norte,
Inyo, Mariposa, and Mono Counties. Del Norte County requested
additional time extensions for open burning at two sites. The
Fort Dick site is being upgraded to a transfer station.
Construction has been completed on the Crescent City landfill.
Inyo County has requested additional time extensions for open
burning at two sites. No alternative methods are available in
the two areas. Mariposa County has requested additional time
extensions at four sites. Two of these sites have been closed.
Environmental Impact Reports were not submitted in time for Board
consideration. Mono County has requested an additional time
extension at three sites based on the fuel shortage.
Documentation of the fuel shortage was supplied by the County.

Specific requests and staff analysis are presented in the
attached staff report.

Information Report on the Committee on Air Pollution Standards
for Sandblasting Operations.

DISCUSSION

Section 39079.6 of the Health and Safety Code (AB 2384, Beverly,
1973) requires the Chairman of the Air Resources Board to convene
a committee of eleven members to recommend, not later than
January 1, 1975, to the Board for adoption, air pollution
standards for sandblasting operations. It specifies that the
committee shall include nine members appointed by the Chairman of
the Board as follows: three contractors licensed for
sandblasting services, and three members from the governing
bodies of air pollution control districts. The committee also
includes two public members, one appointed by the Senate Rules
Committee and one by the Speaker of the Assembly.

On November 28, 1973 the Executive Officer sent letters to
appropriate organizations and governmental agencies asking that
they submit the names and qualifications of individuals whom they
recommend to serve on the committee. The submitted names were
reviewed and on January 21, 1974 the Chairman of the Board sent
letters to the selected individuals inviting them to serve on the
committee. One public member was appointed by Bob Moretti,
Speaker of the Assembly, on January 17, 1974. The Senate Rules
Committee, appointed the other public member on February 12. A
list of the committee members is attached.

The act requires the committee to recommend to the Board for
adoption, air pollution standards that reflect the strictest
standards that can be reasonably achieved. The Board may add to,
amend, or repeal any such standard. The standards will be
statewide and no rule or regulation of any air pollution control
district that is applicable to sandblasting operations shall be
stricter or less strict than the standards adopted by the Board
pursuant to the recommendations of the committee. These
standards do not supersede any rule or regulation if effect on
January 1, 1974 governing sandblasting operations conducted or
sandblasting equipment located, in a building which is used for
sandblasting operations.

The organizational meeting of the committee has been scheduled
for March 7, 1974 at 10:00 a.m. at the ARB Office Building in
Room 373 at 1025 "P" Street in Sacramento.

Air Quality in the Tahoe Basin, Summer 1973.

RECOMMENDATION

None, for Information Purposes Only.

SUMMARY

A program to monitor the air quality in the Tahoe Basin was
conducted from June 1, 1973 to September 4, 1973 using two of the
division of Technical Services' mobile monitoring vans. These
vans were equipped to monitor ozone, oxides of nitrogen, carbon
monoxide, total oxides of nitrogen, carbon monoxide, total
hydrocarbons, methane, suspended particulate matter by tape
sampler and Hi-Vol sampler, lead, and wind speed and direction.
Ambient air quality standards for ozone, non-methane
hydrocarbons, suspended particulate matter (24-hour sample) and
lead were exceeded. Maximum ozone concentrations occurred when
major forest fires were burning outside the Basin. Projected air
quality data for the same period in 1977 show that the non-methane
hydrocarbon ambient air quality standard will be exceeded
and ozone, carbon monoxide and oxides of nitrogen concentrations
will be below the ambient air quality standard. Suspended
particulate matter concentrations will be near the air quality
standard in 1975.
