Public Hearing to Consider Adoption of the Imperial County Plan
to Attain National Ambient air Quality Standards for Oxidants as
a Revision to the State of California Implementation Plan (SIP)
for the Attainment and Maintenance of National Ambient Air
Quality Standards (NAAQS).

RECOMMENDATION

The Air Resources Board find the oxidant plan for the Imperial
County nonattainment area conditionally acceptable for submission
as a 1979 Nonattainment Plan (NAP). Staff has defined additional
actions needing to be taken by the Imperial County board of
Supervisors to satisfy the requirements for submittal of a 1979
NAP for a rural area.

SUMMARY

The Air Resources Board (ARB) is the state agency responsible for
preparing and adopting the SIP for submission to the U.S.
Environmental Protection Agency (EPA). The nonattainment plan
under consideration was prepared by local agencies in response to
Sections 171 through 176 of the Clean Air Act. An approvable
1979 SIP revision for a designated nonattainment area must
demonstrate the attainment of NAAQS for criteria pollutants no
later than December 31, 1982, except that extensions may, under
specified conditions, be requested to no later than December 31,
1987 for ozone and carbon monoxide. Imperial County has been
designated nonattainment for one of five "criteria" pollutants:
ozone. Although the following staff report indicates that an
ozone reading of 0.12 ppm is the basis for the nonattainment
designation of Imperial County, reanalysis of the available
ambient air quality data indicates that 0.14 ppm should serve as
the basis for the nonattainment designation. Imperial County
therefore remains a nonattainment area under the new federal
ambient air quality standard for ozone.

The Imperial County NAP was prepared by the staff of the County
air Pollution Control district in consultation with the County
Planning and Public Works staffs. In general, the NAP describes
the rural nature of Imperial County and those control measures
(adopted or proposed for adoption) deemed reasonable for Imperial
County to undertake in reducing its contribution to the pollutant
load in the area.

ARB staff finds the Imperial County Board of Supervisors have
made commitments which partially comply with EPA guidance for
rural areas to comply with the Clean Air Act requirements for
1979 NAP submission. Staff recommends addition or deletion of
certain control measures to assure the NAP complies more fully
with the NAP requirements in the Clean Air Act.
