Public Hearing to Consider Adoption of the San Diego Revised
Regional Air Quality Strategy (R-RAQS) as a Revision to the State
of California Implementation Plan (SIP) for the Attainment and
Maintenance of National Ambient Air Quality Standards (NAAQS).

RECOMMENDATIONS

That the Air Resources board find the oxidant, carbon monoxide,
nitrogen dioxide, and particulate matter control plans (R-RAQS)
for the San Diego nonattainment area conditionally acceptable for
submission as a 1979 Nonattainment Plan (NAP). Staff has defined
additional actions which should be taken by the San Diego lead
agencies to satisfy the full requirements for a 1979 NAP.

SUMMARY

The Air Resources Board (ARB) is the state agency responsible for
preparing and adopting the SIP for submission to the U.S.
Environmental Protection Agency (EPA). The nonattainment plan
under consideration was prepared by local agencies in response to
Sections 171 through 176 of the Clean Air Act. An approvable
1979 SIP revision for a designated nonattainment area must
demonstrate the attainment of NAAQS for criteria pollutants no
later than December 31, 1982, except that extensions may, under
specified conditions, be requested to no later than December 31,
1987 for ozone and carbon monoxide. The San Diego Air Basin been
designated nonattainment for four of five "criteria" pollutants
including ozone, carbon monoxide, nitrogen dioxide, and
particulate matter.

The San Diego R-RAQS and support documentation were prepared by
the San Diego Comprehensive Planning Organization (CPO) in
cooperation with the San Diego Air Pollution Control Board
(APCB). In general, the plan consists of rules and regulations
of the San Diego County Air Pollution Control District (adopted
or proposed for adoption) and other air pollution control
measures to be implemented by different governmental agencies at
the local, regional, state, and federal levels. The plan is
designed to compensate for increases in emissions associated with
a CPO regional growth projection.

ARB staff finds that the San Diego APCB and CPO have made
commitments which substantially comply with Clean Air Act.
Requirements for a 1979 Nonattainment Plan (NAP) submission and
concurs on the adoption of most control measures. Staff does
recommend the addition or deletion of certain specified tactics
for which the ARB is deemed the implementing or lead agency. San
Diego has requested an extension for achievement of the ozone
standard form the 1982 date. Staff identifies additional actions
needed to assure continued compliance with the NAP requirements
of the Clean Air Act.
