Public Hearing Concerning Proposed Revisions to Coordinated
Basinwide Air Pollution Control Plans - Emissions from Gasoline
Marketing Operations.
RECOMMENDATION
a. Affirm the staff's position regarding the acceptability of
the basin plan revisions submitted by the Coordinating
Councils, and inform the Coordinating Councils.
b. Continue the Hearing until the March 18, 1975 Board meeting
to provide time for the staff to obtain more information and
to resolve differences with EPA.
SUMMARY
Eleven districts are required by the State Implementation Plan to
adopt gasoline marketing vapor recovery rules; as of February 10,
1975 all eleven had done so. Some of the districts' rules
deviate from the Board's suggested rules. Board action may be
required to eliminate these deviations.
At the December meeting the Board was advised that before the
Board could amend vapor recovery rules adopted by APCDs the basin
plans of the South Coast, San Joaquin Valley, and Sacramento
Valley Air Basins would have to be revised. This is the public
hearing to consider revision of these basin plans. This hearing
was originally scheduled for January 9, 1975 and was postponed to
February 20, 1975. A notice of public hearing was issued by the
staff on December 4, 1974 and another notice was issued on
January 13, 1975 rescheduling the public hearing for February 20,
1975.
The San Joaquin Valley, Sacramento Valley, and South Coast Air
Basin Coordinating Councils have filed revisions to their basin
plans. Also, EPA has commented on the Board's suggested rules.
The basin plan revisions, APCDs' rules, and EPA's comments are
discussed in the staff report.
Included in this report are proposed resolutions 75-4, 75-5, and
75-6 which, if adopted, would revise the basin plans of the South
Coast, Sacramento Valley, and San Joaquin Valley Air Basins,
respectively. The proposed revisions are attached.

Consideration of Proposed Revisions to the Meteorological
Criteria for Regulating Agricultural Burning.
RECOMMENDATION
Adopt Resolution 75-8 thereby amending and approving the proposed
criteria.
SUMMARY
The Agricultural Burning Guidelines adopted by the Air Resources
Board under Health and Safety Code Section 39298.2 provide that
Meteorological Criteria for Regulating Agricultural Burning or
amendments be considered for adoption at public hearing after
interested persons are notified 30 days in advance.
The staff has developed proposed meteorological criteria for the
recently formed Mountain Counties and Lake County Air Basins and
modified the existing criteria for the Sacramento Valley and San
Joaquin Valley Air Basins.
Notice of public hearing and a copy of the proposed criteria were
originally sent to interested persons on December 30, 1974. A
notice rescheduling the public hearing was sent to interested
persons on January 10, 1975.

Final report of the ad hoc Oxidant Measurement Committee.
RECOMMENDATION
Informational item.
SUMMARY
Early in 1974 it was reported that measurements of oxidants by
the Los Angeles County Air Pollution Control District were about
30 percent lower than measurements by the ARB, and that the
discrepancy was due to differences in the calibration methods of
the two agencies. At the August 15, 1974 meeting of the Air
Resources Board, a committee was appointed to investigate the
methods of oxidant (ozone) measurements. The Committee was
charged with the following responsibilities: to determine the
most accurate method for ozone measurement, to relate the correct
method to prior measurements, and to recommend a reliable
procedure for field monitoring of ozone.
A preliminary report on the oxidant measuring techniques was
presented by Dr. William B. DeMore of the Jet Propulsion
Laboratory, California Institute of Technology, at the November
14, 1974 meeting of the Board. Dr. Demore heads the Committee.
The Committee has conferred with other investigators and has
reviewed the comments on their preliminary report.
The final oral report of the Committee on the oxidant calibration
procedure was presented by Dr. DeMore at the January 22, 1975
meeting of the Board. The final written report has now been
completed and is submitted to the Board at this time. The report
on the evaluation of the impact of the test results of the use of
"dry ice," by Dr. Jerome J. Wesolowski of the Air & Industrial
Hygiene Laboratory has been accepted by the Committee chairman,
and is attached to the final report.

Air Quality Advisory Committee Report - Emergency Plan Episode
Criteria Levels for Oxidants.
RECOMMENDATION
The Board accept the Air Quality Advisory Committee's report
"Episode Criteria Levels for Oxidants" dated January 31, 1975.
SUMMARY
The Air Quality Advisory Committee convened by the Department of
Health at the request of the Board, has reviewed recent research
studies and a report by the National Academy of Science to
determine if the episode criteria levels for oxidant previously
adopted by the Board are still appropriate. In its report, the
Committee discusses the various medical studies reviewed and
concludes that the existing criteria are supported by these
studies, if determined by analytical methods which are calibrated
according to the methods shown below:
Stage 1 - 0.20 ppm - Calibrated by LACAPCD method
Stage 2 - 0.40 ppm - Calibrated by EPA method
Stage 3 - 0.60 ppm - Calibrated by EPA method
As the Oxidant Measurement Committee reported, these different
calibration methods yield different results. If the criteria are
to reflect a single method of calibration, one or two of the
existing criteria will have to be adjusted depending on the
method adopted. This will be the principal subject of a public
hearing scheduled for the Board meeting in March.

Status Report on Actions to Unify Districts in the South Coast
Air Basin.
RECOMMENDATION
Informational Report.
SUMMARY
During the past several months the Legislature and the air
pollution control districts in the South Coast Air Basin have
been working independently to create a basinwide air pollution
control district in the South Coast Air Basin.
AB 78 has been introduced in the Legislature to establish a
basinwide district. Also, the districts in the Basin are
developing an agreement to unify into a single district. A
comparison of the two basinwide district proposals is presented
in this report.
Provisions of the SCAB districts' unification agreement and
Assembly Bill 78 are examined to determine the scope and powers
of the proposed basinwide districts, and what the implications of
these proposals may be.

Review of Limitations of Local Permit System Rules That Consider
Ambient Air Quality.
RECOMMENDATION
Informational Report.
SUMMARY
All districts in the State now have rules which require the air
pollution control officers to consider ambient air quality
standards in the review of applications for authority to
construct.
Although some of the districts' rules are not completely
consistent with the latest version of 40 CFR 51.18 (EPA
Regulations), all such rules fulfill the intent of these federal
regulations. The Air Resources Board had requested EPA to accept
the districts' rules as fulfillment of the requirements of 40 CFR
51.18.
Problems in implementing the rules are developing. These
include: appropriateness of emission cut-off levels for
identifying sources subject to the rule, definition of "source,"
and procedures for determining the impact of sources on ambient
air quality.

Status Report on Regulations for the Control of Emissions from
Agricultural Processing Operations in the Sacramento Valley Air
Basin.
RECOMMENDATION
This is an information report.
SUMMARY
The staff has been working with the Sacramento Valley Air Basin
Coordinating Council and its Technical Advisory Committee in an
effort to develop a rule for the control of emissions from
agricultural processing plants that is acceptable to both the
Board and the local districts. The attached staff report gives
the history and current status of this report.
