Consideration of State Implementation Plan Revision to Provide
for Indirect Source Review Procedures.
RECOMMENDATION
1. Approve the revised proposal for distribution to interested
agencies and persons for comment at the public hearing
continued until the April 11, 1974 Board meeting.
2. Defer action until the April 11, 1974 Board meeting.
SUMMARY
Proposed procedures for indirect source review were considered by
the Board at hearings held on November 13, 1973, December 18,
1973, and January 10, 1974; also, the Board discussed this
subject at a workshop on January 9, 1974.
At the January 10, 1974 hearing, the Board asked the staff to add
to the proposed procedure a policy statement concerning the need
for indirect source regulations as a means of air pollution
control and to modify the proposed procedures to reflect
pertinent suggestions received during the hearing on that day,
and during the workshop.
The Board asked the staff to bring the proposal - modified as
described above - back for approval at the February meeting, and
to then distribute copies to local districts, cities, counties,
and other interested parties.
In order for the interested parties to review and comment on the
revised proposed procedures, further action on this matter should
be deferred until the April 11, 1974 Board meeting in Sacramento.

ITEM NO.: 74-4-3
Public Hearing on Proposed Enforcement Action With Respect to
Variances for Stationary Sources.
RECOMMENDATION
The staff recommends the Board adopt Resolution 74-7. In
adopting Resolution 74-7 the Board would provide for the
appointment of a hearing board and the holding of a public
hearing for each source listed in Exhibit I, and set forth the
legal format for each such hearing. Adopting Resolution 74-7
would also continue this public hearing until March 12, 1974 with
respect to districts and sources listed in Exhibits II and III.
SUMMARY
Since issuing on January 14, 1974, a notice of proposed Board
action to hold variance hearing, the staff has investigated the
compliance status of sources listed in Exhibit I which was
attached with the notice.
Sources in nine air pollution control districts were listed in
Exhibit I of the January 14, 1974 notice. After the
investigation, the staff proposes actions regarding these sources
as follows:
A. Bay Area Air Pollution Control District - Leave on
Exhibit I, pending outcome of district report at the
February 14, 1974 hearing.
B. Kings County Air Pollution Control District - The
incinerator was found to be in compliance with the
district rule and has been removed from Exhibit I.
Appoint a hearing board to develop variance compliance
schedule for the jet engine test cells in the Lemoore
Naval Air Station.
C. Los Angeles County Air Pollution Control District -
District has indicated that it intends to pursue
lawsuits against federal facilities to comply with
prohibition rules. Leave on Exhibit 1, pending outcome
of February 14, 1974 Board meeting.
D. Madera County Air Pollution Control District - Remove
from Exhibit I, pending outcome of district source
test.
E. Merced County Air Pollution Control District - Appoint
a hearing board to develop compliance schedule for
incinerators on Castle Air Force Base.
F. Riverside County Air Pollution Control District
1. West Coast Aero Tool Company, Matich Corp., Kaiser
Steel, Eagle Mountain Facilities and Riverside
Cement Company have been determined to be in
compliance. These sources have been removed from
Exhibit I.
2. Massey Sand and Rock Company's compliance status
will be determined by the district. It has been
removed for Exhibit I pending district's findings
and action if necessary.
3. District has indicated that it will hold a hearing
on March Air Force Base. It has been removed from
Exhibit I and placed on Exhibit II.
G. San Luis Obispo County Air Pollution Control District -
Collier Carbon and Chemical Corporation should be
removed from Exhibit I, pending the outcome of further
source testing.
H. Tuolumne County Air Pollution Control District - Sonora
Aggregate Corporation has been removed from Exhibit I
and placed on Exhibit II because the hearing has been
scheduled.
I. Ventura County Air Pollution Control District - Sources
of Pacific Missile Range Pt. Mugu have been removed
from Exhibit I and placed on Exhibit II because the
hearing has been scheduled.
3. Twenty-three compliance schedules have been received from
nine districts and transmitted to EPA. The sources affected
have been removed from Exhibit II and placed on Exhibit III
(Table A).
4. The EPA has indicated that an additional 86 compliance
schedules from 19 districts are approvable. The sources
affected have been removed from Exhibit III (Table B).
ITEM NO.: 74-4-4
Consideration of Application for the Extension of Open Burning at
Disposal Sites.
RECOMMENDATION
1. Adopt Resolution 74-3, which grants additional 4 months
extensions for open burning at the Happy Camp and McCloud
dump sites in Siskiyou County and the Jamestown and City of
Sonora dump sites in Tuolumne County.
2. Adopt Resolution 74-4, which denies the request for a time
extension for open burning at the Greenview dump site in
Siskiyou County.
3. Adopt Resolution 74-5, which sets Board policy for the
receipt and approval of open burning dump requests based on
the fuel shortage.
INTRODUCTION
1. At the December 18, 1973 Board meeting the staff was
directed by the Board to investigate the need to continue
open burning at three Siskiyou County dump sites and to
follow the progress toward phasing out open burning at two
Tuolumne County dump sites. These five sites were granted
open burning extensions until March 1, 1974 by the Board.
Both counties submitted all required documents including
Environmental Impact Reports for each site.
2. The Board also directed the staff to investigate those
requests for open burning extensions which were reduced to
six months at the request of the United States Forest
Service and the Bureau of Land Management.
3. The Board directed the staff to report the results of its
investigations on the above items at the February Board
meeting.
4. Subsequent to the December Board meeting the staff received
requests for additional open burning time extensions from
Mono County and Del Norte County because of the
unavailability of fuel to operate their new solid waste
disposal systems.
5. The following is a report on these items including staff
recommendations on proposed Board policy regarding open
burning dump requests based on the lack of fuel to operate
equipment at landfills.

Report on Local Permit Systems that Consider Ambient Air Quality.
RECOMMENDATION
Direct the staff to schedule a public hearing in late March 1974,
or for the regular April Board Meeting to consider amending the
basinwide air pollution control plans of those air basins which
had not adopted, by February 12, 1974, permit system rules that
consider air quality. (This requirement would be met if all
districts in the basin adopt the rule.)
SUMMARY
On August 3, 1973 the Board requested air basin coordinating
councils and basinwide air pollution control districts, which had
not already done so, to consider amending their basinwide air
pollution control plans to require that ambient air quality
standards be considered in the review of applications for
authority to construct. On January 18, 1974 the staff wrote to
the coordinating councils and districts that were included in the
August 3, 1973 letter, and reiterated that actions need to be
taken by them. To date, only the Great Basin Valleys Air Basin
has made a needed revision to its basinwide air pollution control
plan. A number of the other coordinating councils are, however,
considering such revisions.

Report on Rules to Control Evaporative Emissions from Service
Stations.
RECOMMENDATIONS
1. Direct the staff to notify the affected APCDs of the
implementation Plan's requirements and of the Boards
intention to hold public hearings to consider the adoption
where necessary of suitable rules. Suggested letters are
included for the Board's consideration.
2. The Emission and Control Committee investigate the
technological feasibility of recovering gasoline vapors
generated during the filling of vehicle fuel tanks.
SUMMARY
The State Implementation Plan requires the adoption of rules
governing gasoline vapor emissions associated with service
station operations in the South Coast Air Basin, and in
metropolitan areas of the San Joaquin Valley and Sacramento
Valley Air Basins. EPA has already promulgated such regulations
for these areas. This report: summarizes the gasoline vapor
control rules adopted by the APCDs, the regulations promulgated
by EPA, and the regulations currently being considered by the
Legislature (AB 2285); discusses the status of the technology for
the collection and recovery of gasoline vapors emitted at service
stations; and presents the rules drafted by the staff to assist
local APCDs in the adoption of adequate rules.
