Public Hearing Concerning Proposed Changes to Regulations
Relating to Enforcement of New Vehicle Emission Standards and
Surveillance Testing.
RECOMMENDATION
Approve Resolution 74-8.
SUMMARY
This report presents proposed revisions to Subchapter 2, Chapter
3, Title 13 of the California Administrative Code concerned with
the enforcement of new vehicle emission standards and
surveillance testing. Minor revisions pertaining to definitions
and updates are proposed. The two major revisions are: (1) The
removal of the allowance for exceeding emission standards by 15
percent, and (2) The addition of Section 2150 which establishes
a program for emission control system surveillance at new motor
vehicle dealerships.

Proposed Assembly-Line Test procedure for 1975 Model-Year
Gasoline Powered Passenger Cars and Light-Duty Trucks.
RECOMMENDATION
Approve Resolution 74-6.
SUMMARY
This report presents the proposed California Assembly-Line Test
Procedures for 1975 Model-Year Gasoline-Powered Passenger Cars
and Light-Duty Trucks. These procedures were developed by
revisions to the 1974 procedures. Three major revisions are
proposed: (1) Steady state idle HC and CO control limits and
concentrations for each vehicle shall be printed on the window
decal in addition to the average quality audit values and the
emission standards, (2) the Air Resources Board staff will
conduct inspection of new motor vehicles at dealerships, and (3)
the exhaust emission test results for each quality audit test
vehicle shall be multiplied by the same deterioration factor used
in determining compliance with emission standards for approval.

Standards and Test Procedures for Accrediting Retrofit Devices to
be Sold on a Non-Mandatory Basis Without Monetary Limitations.
RECOMMENDATION
Adopt Resolution 74-2.
SUMMARY
Assembly Bill 1074 enacted Section 39107.3 of the Health and
Safety Code (Appendix II). This section authorizes the Air
Resources Board to establish standards for accrediting non-mandatory
exhaust emission devices if they achieve hydrocarbon,
carbon monoxide and oxides of nitrogen emission reductions
substantially below those emission levels established for
approved or accredited mandatory devices/systems. No monetary
limitations are imposed upon devices so accredited.
At the Board's December 19, 1973 meeting, suggested standards and
test procedures were presented for discussion. Based on comments
made at that meeting, these procedures have been formalized and
proposed for approval. It is the intention of these procedures
to provide sufficient flexibility to allow for the varied control
methods with which this procedure may have to deal. A copy of
the December 19, 1973 ARB staff report is attached.
The wording of Section 2010 is different from that contained in
the public notice. The change was made to eliminate repetition
of language.

Report of Staff Physical Inspection of Assembly Plants and Test
Facilities.
RECOMMENDATION
Refer discrepancies to Implementation Plans and Compliance
Committee for further review.
SUMMARY
This report summarizes the inspections of manufacturers'
facilities completed from May through December, 1973. About 90%
of the plants were building 1974 model-year vehicles and engines
when visited. A total of 16 different corporations, 26 vehicle
assembly plants, 11 engine manufacturing plants, two centralized
Quality Audit CVS test facilities, and one research and
development (R&D) technical center were visited.
