                               ITEM

Manufacturer's Response Concerning Assembly-Line Test Results for
the First Quarter's Production of 1973 Model Year Vehicles.

                          RECOMMENDATION

Manufacturers who have exceeded the quality audit failure rate
and have not responded to the Executive Officer's request should
be asked to appear before the Board for a discussion of remedial
measures taken by them.

                             SUMMARY

On December 20, 1972, the Board considered a staff report
concerning the manufacturers' assembly-line test results for the
first calendar quarter of production of 1973 model year vehicles. 
The Executive Officer has requested manufacturers to submit a
plan of action to correct a number of discrepancies that had been
reported at the time this report was prepared.  None of the
manufacturer's responses had been received.  The lack of response
can possibly be attributed to the fact that most manufacturers
offices were closed during the Christmas holidays.  This matter
is being considered today at the request of the Board.  The staff
report of December 20, 1972, was recently revised to include the
late submissions.  Tables I, II, III, and IV of the revised
report are attached.  As of the date this report was prepared,
none of the manufacturers had responded to the Executive
Officer's request.

Dana Corporation Request for Approval to Modify its Presently
Accredited NOx Control System for 1966-1970 Model Year Vehicles.

                          RECOMMENDATION

Approve Dana Corporation request to modify its Retronox system
for the specified vehicles.

                             SUMMARY

Dana Corporation has requested permission to modify its
accredited Retronox system by replacing the electronic speed
switch with a vacuum delay valve on vehicles with ported spark
carburetors.  The reason stated by Dana for the modification was
to simplify the installation and to lower the cost.  The system
as now accredited will continue to be used for vehicles that use
the intake manifold as the vacuum source.

Emission, driveability and fuel economy test data have been
submitted to verify the manufacturer's claim that the
modification will not degrade the exhaust emission control
effectiveness or adversely affect vehicle performance.

Summary of 1973 Model Year New Vehicle and Engine Approvals.

                          RECOMMENDATION

                             SUMMARY

This report presents tables listing 1973 model year vehicles and
engines approved for sale in California by the Air Resources
Board with exhaust emission results based on approval fleet
tests. Such a report is required to be published by Section
39052(j) of the Health and Safety Code.

                               ITEM

Follow-up on Investigation of Incorrect Installation of Used Car
Exhaust Emission Control Devices.

                          RECOMMENDATION

Request the Department of Consumer Affairs to submit periodic
reports on action taken to assure compliance with the
installation instructions of all used car emission control
devices.

                             SUMMARY

On November 21, 1972, the Board received a report from the
Department of Consumer Affairs and the ARB staff concerning
improper installation of used car exhaust emission control
devices.  The report disclosed that of 24 installations checked,
one or more deficiencies were found in 22 of them.  Mr. Robert
Alexander, Chief of the bureau of Automotive Repair, Department
of Consumer Affairs, reported that action would be taken against
those stations that did not comply with the installation
instructions; however, it would take approximately 60 days to
complete this actions.  He has been invited to report to the
Board the action taken by the Department of Consumer Affairs.

Exemptions of 1966-70 Model Year Vehicles from Required Oxides of
Nitrogen Exhaust Emission Control Devices.

                          RECOMMENDATION

For informational use only.

                             SUMMARY

The attached Executive Order (G-19) issued January 8, 1973, lists
the 1966 thru 1970 vehicles exempted from the installation of an
accredited oxides of nitrogen exhaust emission control device. 
The Executive Order is the same as considered by the Board at the
December 20, 1972 meeting except as modified to reflect the
accreditation of the STP device.
