WORKSHOP: At 1:30 p.m., the Board will meet in a workshop with
its staff to discuss the State Implementation Plan
Revision to Provide Indirect Source Review Procedures.
There will be no public testimony received or action
taken by the Board at this session. The discussion is
merely preparatory to consideration of this plan at the
Board's meeting on January 10, 1974 (Agenda item 74-2-5).
This workshop will be held in Room 1137.

Summary of Progress Reports of Manufacturers' Efforts to Meet
1975 and 1976 Light-Duty Vehicle Emission Standards.

RECOMMENDATION

Informational item. Approve report for forwarding to the
Legislature.

DISCUSSION

This report summarizes vehicle manufacturers' efforts and
progress made in meeting light-duty vehicle exhaust emissions
standards. The reports submitted by the manufacturers covered
the time period July through September 1973 (third quarter) and
primarily dealt with vehicle manufacturers' efforts to meet
standards applicable to the 1975 model-year. Limited data were
submitted showing durability of these systems up to 25,000 miles;
successful 50,000 mile durability testing has not yet been
reported. Progress toward 1976 Federal standards was not well
defined and little new data were reported. Some major
manufacturers are considering alternatives such as the stratified
charge and rotary engines as future power plants, but supporting
data, target dates, and emission control objectives were not
provided.

Report Concerning Field Experience on State Vehicles Equipped
with NOx Retrofit Devices. (SCR 70)

RECOMMENDATION

Approve report for forwarding to the Senate no later than January
31, 1974.

SUMMARY

Senate Concurrent Resolution 70 requested the Air Resources Board
to conduct a survey of experience gained in the use of NOx
retrofit controls installed on State owned vehicles. This survey
includes reports from the Division of Highways and the Department
of General Services. These agencies have complied with the
request to have approximately equal numbers of each accredited
NOx retrofit device installed on all state vehicles of the 1966-70
model-year vintage. A total of 422 vehicles were equipped
with the NOx devices. There were no significant installation
problems or instances of engine damage reported. The majority of
opinions expressed by the drivers indicated that no change in
drive ability occurred due to the installation of the devices.

Summary of Manufacturers' 1973 Model Year Quarterly Assembly-Line
Reports.

RECOMMENDATION

None. This is an informational item.

SUMMARY

The staff has reviewed the fifth quarterly reports submitted by
the manufacturers and has also reviewed the entire production
model year. Quality audit results are summarized for the entire
production year. Control limits for the fifth quarter inspection
tests are contrasted. This report includes two special studies
of which the first compares seven-mode (7-mode) versus the
Federal constant volume sampling procedure (CVS-1) and the second
which compares assembly-line quality audit failure rates of the
1973 model-year with findings of the Calspan report. The Calspan
study was contracted by the Environmental Protection Agency to
evaluate the Air Resources Board Assembly-Line Test Program of
1972.

Status Report on Catalytic Device Equipped Test Fleets.

RECOMMENDATION

None. This is an informational report only.

SUMMARY

Three fleets of catalytic converter equipped vehicles (State
operated) are currently undergoing evaluation at the Board's El
Monte Laboratory. The fleets are equipped as follows:

1. General Motors advanced catalytic converter emission control
systems.

2. Ford advanced catalytic converter emission control system.

3. Universal Oil Products (UOP) retrofit catalytic converter
system.

The General Motors fleet consists of fifty vehicles. Some of
these have been in State service since November, 1972. Recent
test data show compliance with the 1975 California Interim
Standards and these data also indicate that the vehicles are very
close to the 1976 Federal Interim Standards.

The Fore fleet consists of fifteen vehicles. The average
emission values, at low mileage, meet the 1975 Federal Statutory
Standards.

The UOP fleet, consisting of 100 vehicles, has been under test
for approximately eighteen months since the start of the program.
This fleet is being used for testing retrofit catalytic converter
devices for 1966 and alter model year cars. These converters are
designed to reduce hydrocarbon and carbon monoxide emissions.
The tests on vehicles equipped with these devices indicate a
large degree of control of these contaminants after one year of
operation.

Status reports pertaining to these three fleets are attached.

Summary of 1974 Model-Year New Vehicle and Engine Approvals.

RECOMMENDATION

For informational use only.

SUMMARY

This report presents tables listing 1974 model-year vehicles and
engines approved for sale in California by the Air Resources
Board with exhaust emission results based on approval fleet
tests. Such a report is required to be published by Section
39052(j) of the Health and Safety Code.
