Proposed Identification of Chlorinated Dioxins and Dibenzofurans
as a Toxic Air Contaminants (Regulatory).

RECOMMENDATION

The ARB staff recommends that dioxins and dibenzofurans
chlorinated in the 2,3,7 and 8 positions and containing four,
five, six or seven chlorine atoms (hereafter referred to as
chlorinated dioxins and dibenzofurans) be identified as toxic air
contaminants for which there is not sufficient available
scientific evidence to support the identification of an exposure
level below which significant adverse health effects would not
occur.

DISCUSSION

In accordance with the provisions of Health & Safety Code Section
39650 et seq, the ARB staff, after consulting the Department of
Health Services (DHS), selected chlorinated dioxins and
dibenzofurans for the Board's consideration for listing as toxic
air contaminants. Chlorinated dioxins and dibenozfurans are
being reviewed together, because this group of chemicals share
common sources, chemical structures, chemical properties and
biological properties. Chlorinated dioxins and dibenzofurans are
emitted from certain industrial processes, and have been measured
in emissions from such processes. DHS staff found that some
chlorinated dioxins are proven animal carcinogens and concluded
that chlorinated dioxins and dibenzofurans should be considered
potential human carcinogens.

As required by Health & Safety Code Section 39661, a report was
prepared jointly by DHS and ARB staff reviewing the health
effects and anticipated exposure levels of chlorinated dioxins
and dibenzofurans. The report was submitted to the Scientific
Review Panel established by Section 39670. The Scientific Review
Panel found that the report on chlorinated dioxins and
dibenzofurans constitutes a reasonable scientific basis for
regulatory action and submitted its written findings to the
Board. The Scientific Review Panel has recommended that the Air
Resources Board list chlorinated dioxins and dibenzofurans by
regulation as toxic air contaminants, but was unable to recommend
an exposure level below which carcinogenic effects would not
occur.

SUMMARY AND IMPACTS OF PROPOSED BOARD ACTION

The identification of chlorinated dioxins and dibenzofurans as
toxic air contaminants will not in itself have any environmental
or economic impacts. However, specific control measures may be
developed subsequent to identification. Analyses of potential
environmental and economic impacts will be included in the
consideration of such control measure.
