99-10-1 Public Meeting to Consider the Approval of California's On-Road Motor Vehicle Emissions Inventory

Staff is suggesting a modification to the estimate of emissions from on-road motor vehicles using a new model called EMFAC2000. The inventory will increase typically by a factor of 2 (depending on pollutant) in the South Coast in the year 2000. The Health and Safety Code requires bringing modifications to the inventory to the Board for approval


99-10-2 Public Meeting to Consider a Report on the Air Quality Impacts of the Use of Ethanol in California Reformulated Gasoline

Executive Order D-5-99 called for the removal of methyl tertiary-butyl ether (MTBE) from California Reformulated Gasoline and the analysis of the environmental fate and transport of ethanol as a substitute oxygenate. The Air Resources Board staff conducted an analysis of the air quality impacts of ethanol as well as gasoline without any oxygenate. The Board will consider a staff report describing the staff's analysis and results. The final report is to be submitted to the Environmental Policy Council by December 31, 1999
99-10-3 Public Hearing to Consider Amendments to the California Reformulated Gasoline Regulations, Including a December 31, 2002 Prohibition of Using MTBE in Gasoline, Adoption of Phase 3 Gasoline Standards, a Phase 3 Predictive Model, and Other Changes

The Air Resources Board will consider amendments to the California Reformulated Gasoline Regulations that would prohibit California gasoline that is produced with the use of methyl tertiary-butyl ether (MTBE) starting December 31, 2002, adopt CaRFG Phase 3 standards, establish a CaRFG Phase 3 Predictive Model, and make various other changes.

Proposal Number 2447-212A entitled "Responses in Asthmatic Children to Short-term Fluctuations in Particulate Air Pollution: Implications for Asthma Natural History - Part A: Epidemiologic and Clinical Component," submitted by the University of California, Berkeley, for a total amount not to exceed $1,976,053.

Proposal Number 2447-212B entitled "Responses in Asthmatic Children to Short-term Fluctuations in Particulate Air Pollution: Implications for Asthma Natural History - Part B: Exposure Assessment Component ("Characterization of Asthmatic Children's Air Pollution Exposure in Fresno, California")," submitted by the University of California, Berkeley, for a total amount not to exceed $1,906,976.

Proposal Number 2444-211A entitled "Mechanisms of Particulate Toxicity: Health Effects in Susceptible Humans," submitted by the University of California, San Francisco, for a total amount not to exceed $409,937.

Proposal Number 2444-211B entitled "Mechanisms of Particulate Toxicity: Effects on the Respiratory System of Sensitive Animals and Asthmatic Humans," submitted by the University of California, Davis, for a total amount not to exceed $567,529.

Proposal Number 2444-211C entitled "Mechanisms of Particulate Toxicity: Systemic Effects in Sensitive Animal Models and Susceptible Humans," submitted by the University of California, Irvine, for a total amount not to exceed $231,982.

Proposal Number 2446-211 entitled "Revegetation in the Antelope Valley for Particulate Matter Mitigation," submitted by the University of California, Riverside, for a total amount not to exceed $29,956.

Proposal Number 2443-211 entitled "Determination of Non-Registration Rates for On-Road Vehicles in California," submitted by the University of California, Riverside, for a total amount not to exceed $210,000.

Proposal Number 2439-211 entitled "Validation of Concentrations Estimated from Air Dispersion Modeling for Source-Receptor Distances of Less Than 100 Meters," submitted by the University of California, Riverside, for a total amount not to exceed $150,000.
99-10-5 Public Meeting to Consider Appointments to the Research Screening Committee

The staff will recommend appointments to the Board's Research Screening Committee. The committee reviews and recommends air pollution research projects to the Board.
99-9-2 Continuation of a Public Meeting to Consider the 1999 Report to the Legislature-Progress Report on the Phase Down of Rice Straw Burning in the Sacramento Valley Air Basin

Continuation of the November 18, 1999 public meeting to consider the third biennial report to the Legislature on the progress of the phase down of rice straw burning in the Sacramento Valley. This is an informational report only. The Board will be asked to approve the report for submittal to the Legislature, as required by the Health and Safety Code Section 41865.

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON DECEMBER 9, WILL BE HEARD BEGINNING AT 8:30 A.M ON DECEMBER 10.
