97-9-1 Notice of Public Hearing to Consider Amendments to the Air Toxics Hot Spots Regulation for Fiscal Year 1997-1998

The Fee Regulation authorizes local districts to assess fees on facilities subject to the Hot Spots Program in order to recover the State's and districts' costs to implement and administer the Hot Spots Program.

97-9-2 Notice of Public Hearing to Consider Adoption of a Hairspray Credit Program

The proposed regulatory action will add a new regulation creating the Hairspray Credit Program. Under this proposed voluntary program, manufacturers and marketers who comply with the second-tier hairspray standard of 55 percent VOC before the June 1, 1999, effective date can be awarded emission reduction credits until the standard takes effect. Credits may also be awarded for hairspray products with lower levels of VOC than required by the standard up to January 1, 2005. The proposed program will allow only certain specific uses of credits under the California Consumer Products Regulations, including use to obtain additional time to comply with the upcoming VOC standards for a wide variety of consumer products with compliance dates ranging from January 1, 1999 to January 1, 2005.

97-9-3 Notice of Public Hearing to Consider Amendments to the Area Designations for the State Ambient Air Quality Standards

The California Clean Air Act requires the Board to designate each area of the State as attainment, nonattainment, or unclassified, for each pollutant with State standards. The Board must review the area designations annually and update them if needed. Based on the review of the air quality data for 1994-1996, the staff is proposing to redesignate Glenn and Butte Counties in the Sacramento Valley Air Basin from nonattainment to nonattainment-transitional for ozone.

97-9-4 Notice of Public Meeting to Consider the Approval and Verification of California's 1995 Emission Inventory Update

The Board will consider the approval of the statewide, annual average, 1995 emission inventory and the staff's verification of the inventory. This is not a regulatory item pursuant to the requirements of SB 2174, which became law in 1996.


Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
