96-8-1 Public Meeting to Consider a Status Report on Stakeholder Forums

ARB and air districts have jointly held a series of eight air quality visioning forums around the state to hear from stakeholders on how they believe California can best prepare itself for future challenges. Each forum brought together a diverse group of individuals with a shared interest in creating a vision for the future of California s air quality management system. Participants included environmentalists, business and government managers, educators, legislative staff, and air quality professionals. This Board item will be a status report on the stakeholder forum process, information gathered, and proposed next steps.

96-8-2 Public Meeting to Consider a Report on the Legislative Session and Air Quality Legislation

The Director of Legislative and Intergovernmental Affairs will provide the Board with a summary of action taken this year on air quality legislation by the State Legislature. A general description of the legislative process will be included.

96-8-3 Public Hearing to Consider Amending the Test Methods Designated to Measure the Concentrations of Total Aromatic Hydrocarbons, Polynuclear Aromatic Hydrocarbons, Nitrogen and Sulfur Content in, and Distillation of, California Commercial Certification Diesel Fuels

Staff is proposing to amend the test methods designated to measure the concentrations of total aromatic hydrocarbons (TAHC), polynuclear aromatic hydrocarbons (PNAH), nitrogen and sulfur contents of commercial and certification diesel fuels, as well as update the distillation procedure. For TAHC and PNAH, the proposed test methods are simpler to use, more precise, and more suitable for diesel fuels. The proposed test methods for nitrogen, sulfur and distillation are updates of the adopted methods containing editorial and/or instrument part changes.

96-8-4 Public Meeting to Consider Creation of a Committee of the Board to Review the Decision of the Executive Officer to Order the Recall of Motor Vehicles and To Appoint the Members of the Committee

On August 7, 1996, the ARB Executive Officer issued a Recall Order under Health and Safety Code section 43105 for a General Motors engine family described in the order as 1992 model year 4.3L light- duty trucks. On October 2, 1996, General Motors submitted a Petition for Public Hearing under ARB s adjudicatory hearing regulations (13 Cal. Code Regs. section 60040 et seq.). These regulations provide for adjudicatory review by the Board of an Executive Officer decision to order a vehicle recall. The regulations provide that the hearing may be conducted by the full Board, by a committee of no fewer than two members of the Board, or by an administrative law judge. Staff is recommending that the Board create and appoint the members of a three-member committee to review the General Motors Recall Order.


Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
