98-11-1 Public Hearing to Consider Amendments to the Air Toxics Hot Spots Fee regulation for Fiscal Year 1998-99.

The Air Resources Board (Board) will conduct a public hearing to consider amendments to the Air Toxics Hot Spots Fee Regulation for Fiscal Year 1998-99. The fee Regulation recovers the State's and the air pollution control and air quality management districts costs to implement the Air Toxics Hot Spots Information and Assessment Act. The Fee Regulation allocates the State's costs among the air districts and establishes facility fees for six districts that have requested the Board to adopt their facility fee schedules.

98-11-2 Public Meeting to Consider the Approval of California's Off-Road Large Spark-Ignited Engine Emissions Inventory

SB 2174 (Health and Safety Code section 39607.3), passed in 1996, requires the Board to approve, at a public meeting, the emissions inventory for criteria pollutants including emissions from mobile, stationary, area-wide and nonanthropogenic sources. While the Board met its H&SC 39607.3 obligation by approving the statewide emissions inventory in December, 1997, staff at that time committed to return to the Board for approval of the OFFROAD inventory. Staff is therefore proposing this update to the off-road large spark-ignited engine portion of the new off-road inventory both to meet its H&SC 39607(b) commitment, and to fulfill its promise to the Board.

98-11-3 Public Hearing to Consider Adoption of Emission Standards and Test Procedures for New 2001 and Later Off-Road Large Spark-Ignition Engines

The Board will conduct a public hearing to consider the adoption of propose emission standards and test procedures for off-road spark-ignition engines 25 horsepower and above. The staff proposal includes provisions for production-line testing, an emission defects warranty, and in-use testing.

98-11-4 Public Hearing to Consider Approval of a Revision to the California State Implementation Plan for Carbon Monoxide

The Board will conduct a public hearing to consider revisions to the State Implementation Plan for carbon monoxide. These revisions are necessary to reflect the impacts of the recent Board action to remove the wintertime oxygen requirement in gasoline. The revisions show that emissions of carbon monoxide continue to be well below the levels in the attainment year and for 10 years thereafter as required by the Federal Clean Air Act.

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON OCTOBER 22, WILL BE HEARD BEGINNING AT 8:30 A.M. ON OCTOBER 23.
