01-6-1 Public Meeting to Consider the Approval of California's 2001 Emission Inventory

Staff will present a triennial update to the statewide emission inventory for the Board's approval. This update describes improvements in the inventory since the last update to the Board and discusses future plans for improving the accuracy and accessibility of the emission inventory.
   
01-6-2 Public Hearing to Consider Adoption of Emission Standards and Test Procedures for the New 2003 and Later Spark-Ignition Inboard and Sterndrive Marine Engines

Staff will propose amendments to the spark-ignition marine engine requirements. These amendments will set emission standards for 2003 and later model-year gasoline, inboard, and sterndrive marine engines.
   
01-6-3 Public Meeting to Consider the Ten-Year Strategic Plan for Research and Implementation for FY 2001-2002

Staff will provide the Board with the Strategic Plan which represents the Board's research goals and priorities for the next ten years. This Plan is based on the Board's anticipated regulatory needs and will serve as a roadmap for future research funding. The first implementation of this plan is the accompanying annual plan which contains proposed projects for funding under the extramural research program for fiscal year 2001-2002.
   
01-6-4 Public Meeting to Consider the Status on the Implementation of the California Phase 3 Reformulated Gasoline (CaRFG3) Regulations

Staff will provide a semiannual report on the status of the implementation of the CaRFG3 regulations pursuant to ARB Resolution 99-39 from December 9, 1999.
   
01-6-5 Public Meeting to Consider a Status Report on Ozone Transport Mitigation

Staff will report, at the Board's request, on possible measures to mitigate the impacts of pollution transport from upwind districts to downwind districts. These measures include: all feasible measures; permitting requirements (New Source Review); enhanced smog check, and a mitigation fee bank.

01-6-6 Public Hearing to Consider Approval of a Revision to the Ozone State Implementation Plan for the San Francisco Bay Area

Staff will propose an interim revision to the Bay Area Ozone SIP including an updated inventory and attainment assessment, new control measures, and new emissions budgets.

01-4-2 Public Meeting to Consider an Update on Enforcement Activities

Staff will update the Board on enforcement activities of the Air Resources Board (ARB). To ensure that air quality statutes and rules achieve the intended emission reductions they must be effectively implemented. To this end, the ARB implements a thorough enforcement program of field inspections and special investigations. This report covers the 1999-2000 and the first half of the 2000-2001 fiscal years.
   
01-6-7 Public Hearing to Consider the Adoption of Proposed Asbestos Airborne Toxic Control Measure for Construction, Grading, Quarrying, and Surface Mining Operations

Staff will propose a new Asbestos Airborne Toxic Control Measure (ATCM) for construction, grading, quarrying, and surface mining operations. This ATCM will require the implementation of dust mitigation measures for construction and grading operations, road construction and maintenance activities, and quarries and surface mines in order to minimize emissions of asbestos-laden dust.

Kern Oil & Refining Co. v. Michael P. Kenny, in his capacity as Executive Officer of the California Air Resources Board, and the California Air Resources Board, Sacramento Superior Court No. 01CS00863. The Board will hold a closed session as authorized by Government Code section 11126(e) to confer with, or receive advice from, its legal counsel regarding this litigation.

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS SCHEDULED FOR JULY 26, 2001, WHICH ARE NOT COMPLETED THAT DAY WILL BE HEARD BEGINNING AT 8:30 A.M. ON JULY 27.

THE AGENDA ITEMS LISTED ABOVE MAY BE CONSIDERED IN A DIFFERENT ORDER AT THE BOARD MEETING. HOWEVER, NO ITEM WILL BE TAKEN UP AT AN EARLIER DATE OR TIME THAN THAT SHOWN ABOVE.
