95-6-1 Public Hearing to Consider Amendments to Regulations Regarding California Exhaust Emission Standards and Test Procedures for 1985 and Subsequent Model Heavy-Duty Engines and Vehicles, to Specify Mandatory Standards for 1998 and Subsequent Heavy-Duty Engines and Optional Standards for 1995 and Subsequent Heavy-Duty Engines

This proposal would align the California standard for NOx emissions from heavy-duty on-road engines with the corresponding federal standard, beginning with the 1998 model year. This proposal would also introduce voluntary optional certification standards for use in early introduction incentive programs and mobile source credit generation programs.

95-6-2 Public Hearing to Consider the Adoption, Amendment, and Repeal of Regulations Regarding Certification Procedures and Test Procedures for Gasoline Vapor Recovery Systems

Gasoline vapor recovery systems are required to be certified by the ARB before they can be offered for sale, sold or installed at gasoline transfer facilities, such as service stations, bulk plants, terminals, and cargo tanks. Staff proposes to improve and update certification and test procedures originally adopted in the 1970s so that they can apply to new vapor recovery system technology needs as well as provide ways for districts to verify performance of installed systems.

95-6-3 Public Hearing to Consider the Adoption of Onboard Refueling Vapor Recovery Standards and Test Procedures and Modifications to Evaporative Test Procedures Applicable to 1998 and Subsequent Model-Year Passenger Cars, Light-Duty Trucks, and Medium-Duty Vehicles

Staff will propose adoption of the United States Environmental Protection Agency's vehicle refueling emission standards and test procedures, with minor test alignment modifications. Staff will also recommend changes to the California Evaporative Test Procedures in order to better align it with both the federal evaporative and refueling test procedures.

95-6-4 Public Hearing to Consider Amending the Test Method Designated for Determining the Oxygen Content of Gasoline

California's wintertime oxygenates and the Phase 2 gasoline regulations require the addition of oxygen to gasoline to achieve a level of 1.8-2.2% oxygen by weight. The currently designated method for determining oxygen content in these regulations is ASTM D 4815-93. Staff is proposing to change the designated test method to ASTM D 4815-94. The proposed method is more precise than the currently adopted method and is more reliable and cost effective than other alternative methods.

95-6-5 Public Hearing to Consider the Adoption of an Emissions Formula for Employer-Based Trip Reductions

The Proposed Regulation for An Emissions Formula for Employer-Based Trip Reductions sets forth a statewide methodology for use by air pollution control districts to determine the equivalency of alternative emission reduction strategies to employer-based trip reduction programs.

95-6-6 Public Meeting to Consider the Approval of Guidance on Data Reporting Related to Ridesharing as Required by AB 1336 (Gotch, Statutes of 1993).

This is a report of the recommendations of the Air Resources Board's "Standardized Data Reporting Requirements Committee." This committee was convened at the request of the Board (June 1994) to develop a standard set of travel elements that would fulfill the reporting requirements of all air districts' ridesharing rules. Staff will present the list of standard elements and a form that may be used by employers to summarize the travel data.

95-7-1 Public Meeting to Consider a Proposed Report to the State Legislature on the Motor Vehicle Registration Fee Program

State law requires the ARB to report to the Legislature on the use of the motor vehicle registration fees to support implementation of the California Clean Air Act (CCAA). The funds are used to reduce air pollution from motor vehicles and for related CCAA planning, monitoring, enforcement and technical studies. Staff have prepared a proposed report that includes a summary of the program and proposed criteria and guidance for the future use of the funds. The report is supplemented with a cost effectiveness analysis of selected projects funded with these funds.

95-7-2 Public Meeting to Consider Proposals for the Air Resources Board's Innovative Clean Air Technologies Program

The Board's Innovative Clean Air Technologies (ICAT) program was established this fiscal year. Staff recommend that four proposals be funded. Based on ICAT objectives, they address ARB program needs, are technically sound, should lead to improved air quality, and have good market potential for commercialization.

95-7-3 Public Meeting to Consider Planned Air Pollution Research: 1995 Update

Staff will present the Planned Air Pollution Research: 1995 Update to the Board for approval. This describes ongoing research projects to be funded this fiscal year. Appendices show more detailed descriptions of the projects, summaries of recently completed research projects, and the Board's research budget.

95-7-4 Public Meeting to Consider Research Proposals:

Proposal Number 2188-188R, entitled, "Common Indoor Sources of Volatile Organic Compounds: Emission Rates and Techniques for Reducing Consumer Exposures," submitted by the University of California, Lawrence Berkeley Laboratory, for a total amount not to exceed $243,396

Proposal Number 2198-189, entitled "Demonstration of a Heavy-Duty Vehicle Chassis Screening Test for Compliance Testing Heavy-Duty Engines," submitted by the University of West Virginia, for a total amount not to exceed $289,518
