Report to the Board on a Health Update

Staff will discuss the effects of ozone and particulate matter on respiratory symptoms in asthmatic children and especially those with asthma, represent a population especially vulnerable to the effects of air pollution. In a recent study of asthmatic children exposed to low levels of ozone and fine particulate pollution, the investigators found that these children are especially vulnerable to ozone, even at levels below the current U.S. Environmental Protection Agency (EPA) standards.

Report to the Board on the Emission Study of CNG and Diesel Transit Buses

Staff will report on a recent study conducted by Air Resources Board (ARB) to investigate the tailpipe emissions from late-model, in-use transit buses and the effect of emission control devices. The impact of oxidation catalyst control for both diesel and CNG buses and a trap for a diesel bus were evaluated over multiple driving cycles. Detailed chemical and physical characterization of emissions was accomplished. Of special interest was the comparison of non-regulated emissions of toxic risk significance.

Indoor Air Quality Board Presentation - Kirk R. Smith, Ph.D., MPH

Since the early 1980s, Professor Kirk R. Smith's work has focused on air pollution, both indoors and outdoors, in cities and rural areas, and on health-damaging and greenhouse-related pollutants. His work ranges from field and laboratory studies to national and international policy analyses. In the course of this research, he developed new conceptual approaches to total exposure assessment and its use in regulatory policy, including the use of comparative risk assessment for setting control and research priorities. He is a core member of the World Health Organization's activities to develop Global Air Quality Guidelines and Global Comparative Quantification of Health Risks.

Professor Smith's presentation will provide information on the exposure to indoor air pollutants and the associated health-risks with indoor pollutants. He will also discuss potential mitigation measures.

Report to the Board on the Potential Electrification Programs for Small Off-Road Engines

In September 2003, the Board adopted amendments to the small off-road regulations to include more stringent emission standards and new evaporative emission control requirements for small off-road equipment and engines less than or equal to 19 kilowatts. During the small off-road hearing, the Board directed ARB staff to provide a report on the potential of increasing electric equipment sales in the small off-road engine category.

Report to the Board on the Transport Mitigation Update

Staff will present an update to the Board on implementation of the Ozone Transport Mitigation Regulations. The Board adopted amendments to the regulations in May 2003 requiring upwind districts to (1) adopt "all feasible measures" for ozone precursors regardless of their attainment status and (2) have "no net increase" thresholds for permitting be as stringent as those of downwind districts.
