Incentives for Lower Emission Heavy-Duty Engines (The Carl Moyer Program Guidelines)
The Carl Moyer program will provide funds to the Air Pollution Control/Air Quality Management Districts
(Districts) to provide incentives to those who undertake emission-reducing projects. These projects
include such items as purchasing a new, reduced-emission heavy-duty vehicle; replacing an older engine
in mobile equipment with a newer, cleaner engine; and other projects that go beyond current emission
requirements. The program funds will provide for the additional cost of undertaking the cleaner alternative

Public Meeting to Consider the Approval of Santa Barbara County Air Pollution Control District's
1998 Clean Air Plan as a Revision to California's State Implementation Plan (SIP) and as Triennial
Plan Update Under the California Clean Air Act
The Board will consider the approval of the Santa Barbara County's 1998 Clean Air Plan (CAP). The 1998 CAP is required because Santa Barbara County did not attain the federal one-hour ozone standard by the 1996 attainment date. As a result, U.S. EPA reclassified the entire Santa Barbara County federal nonattainment area from a "moderate" to a "serious" ozone nonattainment area as required by federal law. This change triggered the development of a new attainment plan that will demonstrate attainment by November 1999. The 1998 CAP also acts as the District's triennial progress report and plan revision developed under the California Clean Air Act. |

amount not to exceed $6,015,941.
Proposal Number 2414-208 entitled "Update and Refinement of an Indoor Exposure Assessment
Methodology", submitted by ICF Kaiser Consulting Group, Systems Applications International, Inc., for a
total amount not to exceed $245,075.
Proposal Number 2422-208 entitled "Remote Sensing for Atmospheric Ammonia in Central California
Using NOAA's Mini-MOPA CO2 Lidar", submitted by NOAA, Environmental Technology Laboratory, for a
total amount not to exceed $171,593.
