96-1-1 Public Meeting to Consider Progress Toward Complying with the 1999 Utility Engine Regulations

On December 14, 1990 the Air Resources Board (Board) approved emission control regulations for utility engines. The regulations were implemented in 1995 with more stringent standards taking effect in 1999. In addition to the standards and procedures, the Board directed staff to present progress reports prior to the implementation of the 1999 Tier II emission standards. The reports are intended to inform the Board of industry's progress towards complying with the 1999 Tier II emission standards. This is the first utility engine status report to the Board.

96-1-2 Public Hearing to Consider Amendments to the Emission Control Regulations for 1995 and Later Utility and Lawn and Garden Equipment Engines

The Briggs & Stratton Corporation has petitioned the Air Resources Board to amend the 300 g/bhp-hr CO standard in the Class I and II categories to 350 g/bhp-hr. Briggs & Stratton contends that the present CO standard is not technologically feasible. If the standard were not amended, Briggs & Stratton would not risk certifying their high-volume, low-cost lawnmower engine models in California since these engines operate too closely to the acceptable performance limit when calibrated to meet the 300 g/bhp-hr CO standard. Briggs & Stratton asserts that a significant amount of warranty claims to replace poorly operating new lawnmower engines would result if these low-cost, high volume engine models are forced to meet the 300 g/bhp-hr CO standard. A number of California businesses would be adversely affected by the unavailability of a full range of utility engines.

96-1-3 Public Meeting to Consider Appointments to the Research Screening Committee

Staff is recommending appointments to the Board's Research Screening Committee. This Committee reviews and recommends air pollution research projects to the Board. These appointments will fill current vacancies on the Committee.

96-1-4 Public Hearing to Consider Amendments to the Air Toxics Hot Spots Fee Regulation

The staff is proposing amendments to the Air Toxics Hot Spots Fee Regulation for fiscal year 1995-96. The proposal is part of a two-phased approach to further streamline the Air Toxics Hot Spots Program. Phase I of the proposal is the amendments to the Fee Regulation, including interim exemptions from fees for lower risk facilities in fiscal year 1995-96. Phase II is to develop more comprehensive exemptions from the program's reporting requirements and fees by fiscal year 1996-97. This item focuses on Phase I of the proposal.

96-1-5 Public Hearing to Consider Amending the Variance Provisions of the California Cleaner Burning Gasoline Regulations

The staff is proposing amendments to Section 2271 of the Cleaner Burning Gasoline (CaRFG) regulations to comply with Senate Bill 709 and to clarify certain details about how variances must be justified and issued. SB 709 requires the Board to issue guidelines for variance applications and for criteria by which applications are judged.

Proposal No. 2225-191, entitled, "Investigation of Atmospheric Reactivities of Selected Stationary Source VOCs," submitted by the University of California, Riverside, for a total amount not to exceed $211,396

Proposal No. 2220-191, entitled, "Evaluation of Fuel Cell Reformer Emissions," submitted by the Acurex Environmental Corporation, for a total amount not to exceed $250,000

Proposal No. 2227-191, entitled, "Allergens in Paved Road Dust and Airborne Particles," submitted by the California Institute of Technology, for a total amount not to exceed $154,266

Proposal No. 2209-190, entitled, "Energy Efficient, Ultra-Low-NOx Industrial Gas Burners," submitted by the University of California, Irvine, for a total amount not to exceed $225,000

Proposal No. 2229-191, entitled, "The Effects of Multi-Day Exposure to Nitrogen Dioxide on Cellular Immunity: Human Macrophage Responses," submitted by the University of California, Irvine, for a total amount not to exceed $49,971

Proposal No. 2222-191, entitled, "Biogenic Hydrocarbon Inventories for California: Generation of Essential Databases," submitted by the University of California, Los Angeles, for a total amount not to exceed $303,703
