11-2-3 Public Meeting to Consider Revisions to the Carl Moyer Memorial Air Quality Standards Attainment Program Guidelines

Staff will present proposed revisions to the Carl Moyer Program Guidelines that address increased regulatory activity and changes in the economy.  The proposed revisions would provide additional funding opportunities while ensuring the Carl Moyer Program continues to successfully reduce surplus emissions.

11-2-4 Public Hearing to Consider the Approval of a Progress Report and Proposed State Implementation Plan Revisions for PM2.5

PM2.5 State Implementation Plans for the South Coast and the San Joaquin Valley were submitted to U.S. Environmental Protection Agency (U.S. EPA) in 2007 and 2008, respectively.  Staff will present to the Board for its consideration a progress report and proposed revisions to the California State Implementation Plan (SIP) for submittal to U.S. EPA.  The Air Resources Board's (ARB) proposed PM2.5 SIP revisions are limited to an updated calendar of ARB rulemaking, adjustments to transportation conformity budgets, and revisions to reasonable further progress tables and associated reductions for contingency purposes for the South Coast and the San Joaquin Valley.  The proposed Board action also includes approval for submittal to U.S. EPA of revisions to the PM2.5 and ozone SIP for the South Coast Air Basin and Coachella Valley adopted by the South Coast Air Quality Management District on March 4, 2011.
