HEALTH UPDATE: Estimating the Direct Health Effects of Temperature and Heat Waves in California
Staff from the Office of Environmental Health Hazard Assessment (OEHHA) will provide an overview of their analyses of the direct effects on increases in temperature on death and hospitalization in nine California counties, as well as an examination of potentially susceptible subgroups.

Public Meeting to Consider the Approval of a Grant under the Innovative Clean Air Technologies (ICAT) Program
As a follow-up to the three ICAT grants approved by the board in January 2007, the Board will consider approval of staff’s recommendation of an additional grant to co‑fund development and demonstration of an innovative particulate matter sensor for use in diesel vehicle emission control system on‑board diagnostic applications.

Climate Science Update: Climate Change Impacts of Non-Kyoto Greenhouse Gases
In addition to the six substances identified in the Kyoto Protocol, there are a number of man-made pollutants, emitted primarily as combustion byproducts (both fossil fuels and biomass), that affect the climate by their significant global warming potential. This presentation by Professor Michael Prather, UC Irvine, provides an update on scientific developments on such substances and their regulatory and policy implications.

Report to the Board on an Initial Draft of a Plan to Reduce Greenhouse Gas Emissions in California (AB 32 Scoping Plan)
The Global Warming Solutions Act of 2006 (AB 32) requires ARB to prepare a Scoping Plan to achieve reductions in greenhouse gas emissions in California.  ARB staff will present an initial draft of the AB 32 Scoping Plan for the Board’s review.

08-6-5:

Public Hearing to Consider Proposed Amendments to the California Consumer Products Regulation
Air Resources Board staff is proposing amendments to the Consumer Products Regulation.  As proposed, the amendments would reduce volatile organic compound (VOC), greenhouse gas, and air toxics emissions.  An amendment is also proposed to provide an exemption from the definition of VOC for hydrofluoroether 7200 based on its negligible photochemical reactivity with respect to formation of ground level ozone.  Other amendments are proposed to clarify or simplify existing regulatory provisions.

08-6-6: Public Meeting to Consider Aprroval of Western Mojave Desert 8-Hour Ozone State Implementation Plan (SIP) and Approval of the Ventura 8-Hour Ozone SIP
ARB staff will brief the Board on locally adopted attainment demonstration plans for the Ventura County and the Western Mojave Desert federal ozone non-attainment areas.  Staff is recommending that the Board approve these plans as revisions to California’s State Implementation Plan.

Staff will present an update to the Board on the implementation of the Enhanced Vapor Recovery (EVR) program, including progress towards meeting the April 1, 2009 deadline for EVR Phase II systems.
