Public Hearing to Consider a Health Update: Results of a Study Linking Particle Pollution to Atherosclerosis in Los Angeles | |
Staff will present the results of a study using the data of 798 participants from two clinical trials to investigate the association between atherosclerosis and long-term exposure to ambient PM2.5 in the Los Angeles Basin. The study found an increase in corotid intima-media thickness (CIMT), a quantitative measure of atherosclerosis. For each 10 ug/m3 increase in PM2.5 exposure a 5.9 percent increase in CIMT was observed. These results represent the first epidemiologic evidence of an association between atherosclerosis (which is an underlying factor in cardiovascular disease) and ambient air pollution. | ||

This regulation for Board consideration would align California LSI engine standards with certification standards
adopted by the U.S. EPA beginning in 2007, adopt more stringent emission standards for 2010 and later, and allow
engine manufacturers the option to certify to lower emission standards. The regulation would also establish fleet
average requirements for specific LSI equipment including forklifts, sweeper/scrubbers and airport ground support
equipment. A new procedure for verifying the performance of retrofit emission control equipment is also proposed.
This is a continuation of a hearing conducted June 23, 2005. |

Public Hearing to Consider the Adoption of a Clean On-Road School Bus Regulation for School Buses Operating in the South Coast Air Quality Management District | |
This regulation for Board consideration would require school districts, private schools, and private transportation companies that contract with school districts to purchase/lease school buses powered by the cleanest engines available, and to retrofit eligible in-use diesel buses with ARB-verified emission control equipment. Integral to the implementation of this regulatory proposal is that it cannot place an unfunded mandate on schools. Compliance with the regulatory proposal would be contingent upon the availability of grant funding or external funding sources. | ||

Public Hearing to Consider the Proposed Modification of the Diesel Particulate Control Measure for On-Road Heavy-Duty Residential and Commercial Solid Waste Collection Vehicles: Fleet Rule for the South Coast Air Quality Management District | |
The proposal requires all owners of solid waste collection vehicles operating in the South Coast Air Quality Management District, whether owned or operated by public agencies or private companies, to purchase the lowest emitting trucks available. Staff projects that the lowest emitting trucks will be alternative-fueled, most likely natural gas, through the 2009 model year. | ||

Public Hearing to Consider Amendments to the Exhaust Emission Standards and Test Procedures - 1985 and subsequent Model Heavy-Duty Urban Bus Engines and Vehicles and the Fleet Rule for Transit Agencies Specific to Agencies Operating in the South Coast Air Basin (Noticed as "Public Hearing to Consider Proposed Amendments to the Exhaust Emission Standards for 2007-2009 Model-Year Heavy Duty Urban Bus Engines and the Fleet Rule for Transit Agencies") | |
Staff has developed two specific amendments. First, staff has developed a new proposed requirement that all
transit agencies operating in the District be required to follow the alternative-fuel compliance path, as defined
in ARB's regulations. Under ARB's current regulations, transit agencies made a non revocable election to follow
either the diesel fuel path or the alternative-fuel path, as of January 1, 2001. Of the 17 transit agencies in
the District, 11 chose the alternative-fuel path, and six chose the diesel path. Under the proposal, the six transit
agencies in the District currently on the diesel fuel compliance path would be required to change to the alternative-fuel
path effective January 1, 2006. This change would lock these transit agencies into purchasing alternative-fuel
engines through 2015, consistent with South Coast Air Quality Management District's Rule 1192. A second set of proposed amendments originally scheduled for this hearing is being recalendared for October 20, 2005. In these amendments, staff is proposing deletion of the current 2007 and beyond exhaust emission standard for urban bus engines and alignment of the urban bus standards with the California heavy-duty truck engine exhaust emission standards for 2007 and beyond. When those amendments are considered, the Board will also consider a possible statewide requirement that all transit agencies currently on the diesel fuel compliance path - including those outside the South Coast Air District - would be required to change to the alternative fuel path effective January 1, 2006. |

Public Hearing to Consider the Proposed Amendments to the Portable Fuel Container (PFC) Regulations | |
The Board will consider amendments to the existing portable fuel container (PFC) regulations. The PFC regulations currently control Reactive Organic Gases from three main processes: evaporation, permeation, and spillage. The proposed amendments to the existing regulations are intended to improve consumer acceptance with the existing PFCs, reduce emissions from spillage, and include kerosene containers into the definition of a PFC. | ||
