Manure Management Protocols

The development of manure management protocols is part of the State's strategy for achieving greenhouse gas (GHG) reductions under Assembly Bill 32, the California Global Warming Solutions Act of 2006 (AB 32; Statutes of 2006, chapter 488).

What's New

At the California Air Resources Board meeting on February 25, 2010, the Board rescinded its previous adoption of the Climate Action Reserve (CAR) Livestock Project Protocol v2.1.

The California Air Resources Board will be working through a public process to develop and adopt greenhouse gas (GHG) offset quantification methodologies to support a compliance offset program as part of the proposed Cap-and-Trade Program.

Manure Digester Protocol

CAR began developing a protocol for calculating manure GHG emissions in April 2006. Following a year of stakeholder involvement and public review,  Version 1 of the protocol was presented to CAR's Board for adoption, and was approved in June 2007. The result is a protocol that provides the methodologies for quantifying baseline manure emissions and the emission reductions resulting from the installation and operation of a manure digester. CAR updated the protocol (Version 2) to reflect feedback from stakeholders and was adopted by CAR's Board in August 2008.  

During the development of Version 2.1, ARB staff conducted a series of public consultation meetings on the CAR manure digester protocol prior to presenting it to the Board.   Version 2.1 was adopted by the Air Resources Board on September 25th, 2008 for use in voluntary projects. CAR updated the protocol again to Version 2.2 in November of 2009.

On February 25, 2010, the Board rescinded the older Version 2.1 of CARs protocol and directed staff to focus on transitioning the most recent version of the protocol to a compliance offset program to support the proposed Cap-and-Trade Program.  Click Board meetings to view information on Board Meetings such as the agenda and public comments.
